All my tributes for the second games are from the inner districts ( 1,2,3) but Shimmer(1) might not want to be you ally because your from an outlying district.Piper(2) is stubborn and most likely wont be an ally to anyone.So you best best is to ally with Amber(3) She will definitely want any help she can get.
