In the interest of advancing plot and giving people more freedom with their characters, should Dr. Cossack just build time skimmers for all the good guys? It might let some people do more with their characters if they wish. Sure it would be dumb to give devices that could break space and time to people he's barely met but...
Science isn't about why, it's about why not.
