Background: He always had a knack for politics and would orchestrate many events for previous Kage. Being appointed to the council after the Otokage's disappearance has been a dream. Though with most of the council consisting of Otobe, he feels a bit... pressured, however, he keeps the concerns of his fellow civilians at heart.
Personality: Ideally aggressive, but underneath he wouldn't lift a finger to harm another person, unless he was provoked.

Background: Seeing the opportunity to show up to the other Otobe, he took up a place on the council to better the village... and himself. He had been a pencil pusher and was overlooked many times for his hard work and dedication. Not everyone can balance the finances of such a large house, much less a village.
Personality: Seems to have a severe case of obsessive compulsive disorder when it comes to his appearance and his paperwork. Everything has to be neat and organized or he flips.

Background: Very well versed with the Otobe rules, she was a number one choice when it came to the council. Her strong voice and sheer will made her rise to the top quick. Once she starts going she never stops. Many Otobe would come to her for advice, though some was not so pleasant, and giving it had given her a name among the Otobe. The secret police often refer to her on the council.
Personality: Strong willed, aggressive, and blunt. She's not afraid to say anything to your face.

Clothing: Dresses formal all the time, wearing kimonos, yukatas, and furisodes.
Background: Orikami was his uncle. Well... not quite an uncle, but you could consider it that. Being the closest they could find, they threw him on the council in maybe choosing him as a substitute kage, however, the majority sided on a council. Tsuneo, with many friends in many places, hopes to get rid of the council and take the reins himself, of course only doing so in covert ways.
Personality: Mysterious, always very calm. He seems to always have something on his mind and will often need you to repeat things so he can hear... which doesn't always help.

Background: Wanting to get away from the dangerous life of fishing he decided to go with farming in Otogakure. His hard work and dedication gave him a spot on the council more so for the cooperation of the villagers.
Personality: Level-headed and overall kind to everyone, however he has a thing against 'pretty-boys(girls)' who get everything handed to them on a silver spoon. Believes position is earned through hard work and dedication, not just blood.

Physical Description: Lavi is smaller than most shinobi due to his emphasis on ninjutsu and that he has not had much "action" in his ninja career.
Clothing: Lavi is usually wearing his thin black jacket, traditional black ninja pants and shoes, and fingerless black gloves.
Background: Lavi was born in konoha and was raised by his five sisters, who indirectly taught him the ninja arts. Even though Lavi was never officially a shinobi of Konoha he practiced jutsu and ended up teaching many of the slum children lower level jutsu in hope of defending themselves. The large city was just not the place for young Lavi though, and when he turned sixteen he packed light and left home, heading for the rice country, where the peace came served with mountains and sky. There he found his nitch and earned his chunnins rank while spending most of his time helping his younger friends train and learn. Under the 12th Kage he became the academy teacher and has endured through the 13th's uprising.
Personality: Lavi is a happy friendly young guy, who loves to lend a helping hand and likes to invite people into his life as if siblings. He lives off speed and action, but hesitates to fight. Though he is a skilled ninja, Lavi just can't bring himself to hurt others and hates the idea of getting hurt. This instinct him lead him away from the battle ridden konoha to Oto and pushed him to become a strong mentor to many of the village genin and academy students.

Hair: Long a red, though she dyes it from the Anzan's traditional long black. something of a sign of her rejection towards her heritage...
Eyes: She poesses the Anzan clan's usual predatory eyes, the slit in them resembling the slash of a single claw down the center, which serves as the pupil.
Physical Description: She has a thin and atletic frame, perfect for evading moving quickly, she's very light on her feet, and besides her eyes appears to be a rather normal girl.
Clothing: She tends to wear a black sweater and white scarf, coupled with the white hat she often bears, finishing off her ensemble with black leggings and shoes.
Background: Airi was born into the Anzan clan as many before her, but her childhood in Oto was never an easy one. While she tended to have rather harsh fits of animalistic rage that conflicts deeply with her normally calm personality. Because of this, she constantly fought to prove that she could control her more...bestial inner tendencies, to the point where she strives to always be polite, humble, and proper, as she believes that she must. When the Otobe invaded and the other members of her clan in the village rebelled, Airi refused to follow them.

She believes in the Otobe's system of temperance, guardianship and guidance of the weak, and discipline of the self, leading her to even further despise her own heritage, blaming the clan in part for the bestial presence inside herself. She particularly hates Raubaun himself...blaming him for the curse placed on their family, and their own misbegotten sense of pride that has led them to be as they are. She admits she has no choice but to use her bestial powers...the Zenith arts, but maintains that she must use them with strict dicipline, so as to never lose control...
Personality: Airi is very collected and level headed most of the time, always trying to do things respectably, and often looking to others to lead the way for her, so that she can meet their expectations. She seems to greatly value the approval of others, and seeks to gain their approval through patience, hard work, and good manners. However she still has a very strong cursed side due to her clan's abilities, and can often completely give into this side when she let's her guard down, flying into fits or rage or animal instinct. It apparently get's harder for her to contain when she's hungry...
Other: She tends to be very calm and proper...until she get's hungry or loses her temper...then oooh my...

Bunshin no Jutsu (Clone Technique)

This is a basic technique taught to ninja at an academy. Bunshin no Jutsu creates one or more clones of the user, which can be used as a means to create a diversion, distraction, or cause confusion. These illusory clones will simply disappear if come into contact, and cannot do anything to damage the opponent.
Cp cost: 1 pt. per clone.

Requirements: Learn in the academy.
Training: 1 stage
Stage I: Chakra Control DC 10 Use your chakra to create a model of yourself. Pay special attention to details so that your clone and yourself will be hard to distinguish apart.
Special: Can create 1 per 5 ranks in Chakra Control. The user numbers each of their clones individually. The attacker does a random number check to see what they hit.
To See Through Clones: d20 + 1/2 the user's int mod + half the user's chk mod vs. d20 + opponent's int. mod. Opponent will target the real ninja among the clones.

Henge no Jutsu (Transformation Technique)

The user utilizes the sheep hand seal or the tiger hand seal and concentrates their chakra to assume the appearance of another person, an animal, or even any object. This is one of the required basic jutsu taught at the Ninja Academy.

Requirements: Learn in the Academy.
Training: 1 stage.
Stage I: Chakra Control DC 10 Gather your chakra and cover yourself with a thin layer of it. Mold the layer of chakra to assume the appearance of anything you choose.
Special: +intelligence modifier to disguise (Craft) checks.

Kakuremino no Jutsu (Cloak of Invisibility Technique)

This technique is where one uses a cloak or a piece of cloth to make oneself blend in with the background, making oneself appear invisible.

Requirements: Learn in the academy.
Training: 1 stage.
Stage I: Stealth DC 10. Learn to hide and effectively use camouflage, utilizing your chakra to enhance the effect.
Special: +2 to your Stealth check when hiding.

Kawarimi no Jutsu (Replacement Technique)
This is a technique that usually confuses the attacker. The user quickly projects themselves with another nearby object such as a plant (normally a section of a log), an animal, or even another person within reach, leaving the opponent open to a counter-attack.

Training: 1 stage
Stage I: Chakra Control DC 15 Your sensei will attack you but leave an opening. Use the opening to conceal yourself, quickly replacing yourself with a nearby object. Then you can counterattack!
Special: This attack is considered as having been used during your opponent's turn. (It does not use up your attacks for your turn). Can only be used if all of the opponent's attacks have missed. Allows user to go into hiding. If user wishes to flee, he gets an extra initial roll. If he wishes to attack, his next attack is considered a Sneak Attack.

Jibaku Fuda: Kassei, (Exploding Tag: Activate)
Utilizing chakra, the user is able to activate the explosion mechanism of a distant bomb tag.
Cp cost: 3 per tag

Damage: Exploding tag damage [10-20]
Reflex DC: 8 + chk mod + 2 per 10 ranks in Ninjutsu
Requirements: Learn in the academy. Chakra Control 2.
Training: 1 stage
Stage I: Chakra Control DC 12 The paper of a bomb tag has been specially infused with a certain chakra that reacts with aggressive chakra. Project your chakra and practice activating them.

Nawanuke no Jutsu (Rope Escape Technique)
A basic technique taught at the Ninja academy. When a ninja is tied with rope, he can undo the knots and escape using this jutsu.

Training: 1 stage
Stage I: Escape Artist DC 10. Get a friend or your sensei to bind your hands together with rope. Using chakra to enhance your movements, practice wriggling out of it.
Special: +2 to your Escape Artist roll when escaping from rope.

Fūton: Jūha Shō (Wind Release: Beast Wave Palm)
A powerful jutsu that uses large amounts of wind nature chakra that can cut and slash through any material. The user gathers chakra in one hand, and then swipes a slicing chakra wave. The user is able to use this jutsu in rapid succession.

Damage: (10 - 25) + chk mod + 2 per 10 ranks in ninjutsu per wave.
Reflex DC: 12 + chk mod + 2 per 10 ranks in Ninjutsu (must roll one for each wave)
Requirements: Wind Affinity, Chakra Control 20, Ninjutsu 15, Chakra 16.
Training: 3 stages.
Stage I: Chakra Control DC 30 Manipulate your chakra to affect the air currents around you to produce light gusts of wind.
Stage II: Chakra DC 13 Increase the power of your gusts until you reach a strong current.
Stage III: Ninjutsu DC 25 Sharpen the gusts using your chakra to turn them into wind blades.
Special: User can fire one wave per 5 levels in Chakra Control. Succesful hit will cause target to bleed, taking 6 hp damage per turn until it is treated. Critical strikes cause severe bleeding, target taking 12 hp damage per turn.

Suiton: Mizuame Nabara (Water Release: Syrup Capture Field)
Using this technique, the user can spit a stream of extremely sticky syrup that covers the ground and holds opponents in place. Any ninja capable of walking on water can avoid being stuck in the syrup, but needs to do so before being caught.

Stage II: Chakra Control DC 28 Controlling the spread of the syrup.
Stage III: Ninjutsu DC 24 Increasing stickiness of the syrup to maximum viscosity.
Special: Renders victim immobile for [chk mod] number of turns. Victim can only attack using long-ranged attacks or techniques. If used as a sneak attack, user must roll and pass an awareness check before his reflex DC. If he fails Awareness Check, target cannot dodge the technique.
