Dorian the Chief of Secret Police resides in this scummy place, which itself is dimly lit with few windows. This location is almost too Convenient for a man who can't afford to be out in the sun. The few windows they have, have coverings impervious to light.
Peter resides in one of the only offices that has a window, little unbeknownst to him they preform strange experiments on unwilling subjects in a secret lab to unlock new and strange powers. Saying this police force is a bit radical is an understatement. They will go to any lengths to stop the supernatural crimes and possibly create something worse in the process.
