Either Allen or The Millenium Earl. Allen because his eye keeps him awake at night, so he might be taking a walk, or because now he is kind of travling around because he isn't in the Black Order anymore. I also sai The Millenium Earl because he seems to like taking strolls at night. I would much rather encounter Allen at night though. The Millenium Earl is.... well, you know.
