The only way to get to the prison cells is to get on a boat and get cast out towards this seemingly small island that sits inside of the 'official' village boundaries. Once on this barren island you get led in by ANBU to a secret entrance. You are led downwards until you reach a door. Upon opening it you are literally face to face with an area of scattered bridges and platforms. Each prisoners cell has it's own balcony. Stair cases go off on either side, leading towards the next cell or another area entirely. The prisoners are classified according to their level of danger to them. The extremely dangerous are kept at the lowest levels of the prison ward. Prisoners at the lowest levels are chained and kept far apart from one another. Their cells are not barred so that they can see out. They are locked in rooms. The only way to open the cells is for an ANBU to activate their chakra and hold their hands against the bars. ANBU have more control over this area than any other and can even usurp the Yukikage's instruction when it comes to handling the prisoners. You do not want to end up here. Do everything to be a good little citizen.
