These are the borders of Konohagakure, they stretch out just past the sensor squads barrier. Out here there is nothing but wilderness and forest for miles around. There is the occasional anbu outpost here and there but as far as that there is no civilization. With no one being able to find you, you would be completely free to do whatever you want, however you want. It is rumored that a large amount of Orochimaru's illegal experiments were conducted out here...
