Physical Description: Rory is overall average in frame and build, though perhaps slightly on the thin side. He has a normal face that doesn't really stand out when placed next to other Gothamites. His hair is brown, his eyes blue, and he has no major scars or blemishes.
Personality Description: Rory Regan is a kind and generous man. Running his father's shop, Rags'n'Tatters, he does his best to help everyone that he can. Despite living in the slums, he can and does see people who are worse off than than him, and though yes, he has been robbed, he still continues to believe that people can turn things around if they're just given a chance. Whenever he's able he donates clothing to the homeless.

Powers:
- Telekinetic Suit Control - Rory possesses control over the suit, able to utilize the cloak like his own limb or use it to form a weapon or a shield.
Cloth Mimicry - The rags that form the suit can change in color and texture to form other articles of clothing, duplicating suits, uniforms or other costumes and can even disguise Rory's appearance to allow him to perfectly mimic someones appearance. In this way Rory need never be apart from the suit.
Durability - While bonded to the suit Rory is almost impossible to destroy. Though his durability is only slightly superhuman, any damage sustained is repaired in seconds.
Levitation - Rory can slowly float through the air by defying gravity. By the same token it also gives Rory great leaping ability.
Discorporation - By breaking up in one spot and reforming in another, the suit allows Rory a teleportation-like ability to enter places he would not normally be able to.
Redemption - When an evil soul that has been absorbed by the suit willingly assists Rory then it slowly works off its moral debt. This can take centuries, if not longer, but when a soul has finally worked off its debt then it is redeemed, saving it from Hell.
Telepathic Bond - He has a very rudimentary telepathic bond with the suit, able to communicate with its collective personality. He can speak aloud to it but only he hears its replies. This also allows him to summon the suit over short distances.
Inspiration - Because the Ragman works not only to redeem but also to inspire, over time Rory forms a limited psychic bond with the people of a given neighborhood.
Evil Sense - The suit can sense evil souls and is compelled to seek them out and attack them.
Soul Taking - The suit can absorb souls through contact. If it is necessary to absorb a still-living soul, Ragman can subdue or knock them unconscious. Once a soul is absorbed, the body becomes just a husk and the spirit becomes a rag on the suit.
- Physical Attribute Boosting - Once a soul is absorbed it can be used to increase Rory's speed, strength, coordination, or fighting prowess according to the ability that the person had.
Memory Recall - Rory can at times look into the memories of an absorbed soul and extract information or utilize abilities of the taken soul.

Biography:

The suit was given to Rory by his father who wore it in the Vietnam war. Rory's father in turn received it from his own father who wore the suit during World War II, and he from his, and so on to Rory's great-great grandfather, who was given the suit by P.T. Barnum. Mr. Barnum had acquired the suit from a curio shop, the owner of which claimed it had mystical powers. Barnum held onto it, but could never harness the powers of the suit himself. The exact history of the suit prior to Barnum's acquisition of it cannot be verified, but it's believed the suit goes back long before the beginning of recorded history. It's possible that tales of the suit have been preserved in myth and religious canon, such as the Golden Fleece of Jason, or Joseph's Coat of Many Colors.

His childhood and adolescence weren't extraordinary by any stretch. He was raised by his father, his mother having passed away when he was very young. He attended Gotham public schools and began working in Rags'n'Tatters as soon as he obtained his high school degree. He never had any intention of leaving Gotham. From a young age his father impressed upon him the importance of all of the values that he upholds today - of generosity, kindness, and hope. He stayed in Gotham because he knew it's where he could do the most good.
On July 17th, 2012 Rory's father was killed during a robbery at the shop. They killed him and took all the money that was in the till - 40 dollars. It wasn't the only shop hit that day, nor was Rory's father's the only death. Even when the ambulance had come and Rory was gripping his father's hand while they rushed to the hospital, his father clung to an old ragged cloth, continually trying to push it into Rory's hands and repeating 'keep it near, keep it near'. He never figured out what his father meant... but he's done as he said and kept it on his person at all times ever since.
