Could perhaps be a little more specific? If you mean navigation on a website, essentially they are just normal links, but they can be styled or various scripts used to make them look more spiffy 3nodding

yeah, the ones on websites. I was wondering if you used a code or you made an image then mapped it or something...

You can do either... I prefer code, especially CSS for my navigation bars.

There are a lot of different programs you can use to map out an image...I'll have to look at the name of the one I use at home though before I can make any suggestions...

It depends on what kind of navigation you want.

For example, some sites use lists of links. Example

Others use images placed in a sort of table (like gaia).

Also, one can use image maps (I don't have an example, sorry). These can be created with Photoshop and Paint Shop Pro. there are also some free image mapping software out there; just try a google search.
