As stated above this large building is in the center of suna and is the workplace of the Kazekage. Various people come and go all day and night. The current Kazekage is Kaori Hanako, and can often be found in her office (Be it herself or a clone) tending her oasis of an office. Should anyone walk in seeking her audience, they would think that they had stepped into some place in Konoha, given that the sheer variety and quantity of flora growing here should not be possible in the desert.
