The council room has ten members:
A wolf, fox, snake, hawk, otter, badger, bear, dragon, mouse, and stag.
Each of the animals have their own meanings:
Ookami (Wolf): Pathfinder for the human spirit; heart of the wildness of the world. Spirit of grace and silent power. Knowledge. Freedom. Loyalty. Strength. Leader.
Kitsune (Fox): Keeper of secrets. Stealth. Silence.
Hebi (Snake): Transformation. Fierce warrior, jewel of the gods, magic. Pleasure. Emblem of royalty, symbol of the Sun. Courageous guardian protectors. Fate. Trickster, wise in oracles and omens, messenger and watcher for the gods. Mystery. Bearing tidings of sacred mischief.
Taka (Hawk): All-seeing, soaring on the breast of the wind. Observation. Justice. Rising, circling the Sun, his cry thrills the brave and panic the faint-hearted.
Kawauso (Otter): Shyness. It is industrious. Compassion. Wise and happy, able to explore the great depths of emotions, friend to lovers of the sea.
Anaguma (Badger): Courage. It is a good hunter and very independent. A good protective animal.
Kuma (Bear): Watcher, guardian of the world, giver of great strength of body, courage and power of will. Possesses great strength.
Doragon (Dragon): It is fiery, rich and knows the answers to many riddles. Wisdom. It can tell you how to break through illusions and how to gain power through dreams. It teaches higher aspirations. Imagination. Wise watcher in the night, fate-seer, riddler.
Mausu o (Mouse): It has an eye for details. Vision. Fertility. Guide into dreamtime.
Ojika (Stag): Lord of the forest, masculine power of regeneration, giver of bounty, beauty and mystical signs. Graceful.
The council looks for the select few to be the guardians of all three levels. The few that are selected must bare all the traits found within each spirit animal. Not just the traits they were born with. Such as a mouse being born with an eye for detail but must also carry the traits of the other nine animals. The council watches over the guardians and protects them as much as they can. They give the guardians the ability to transform into the other nine animals as well. Though, they do not tell them that right away. They communicate with the others through nature and sounds.
Because they are so selective as to who is chosen they are very strict. When a rule is broken they see to it that the rule breaker is punished to the extent that it will be a lesson to not dare break the rule again.
They also have connections with many of the potion makers, the Devil, God, and Mother Nature. Though, they stand higher then all of them, because they are on the fourth level. Which is an unspoken level. It is technically nothing more than a black hole. A darkness. A vortex. It cannot be found by anyone other than the guardians.
The council has three forms in which they appear:
Form one is their natural form. They appear as the animals they truly are.
Example One: A bear would look like a bear.
The second form is a human only form. They take the shape of a human, but have some similar characteristics. Such as color, shape, eye color.
Example Two: A snake would (commonly) have black or brown hair, dark brown eyes, and a slim body type. Skin color either pale - dark skinned.
The third form is a mix of human and animal characteristics. They have human bodies but also have some of their animal qualities infused with them.
Example Three: A dragon would have reptile like eyes, sharper teeth, and a snake like tongue. Though they'd be in a human form.
