However they believe what they are doing is serving that higher power. The Legion doesn't really preach violence, they avoid the topic of violence actually. They do a lot of sticks and stones preaching and kinda play on people's fear in their speeches. They believe that the world would be a much safer place without people with powers. They think that people with powers pose a threat to society. And everyone that has powers should admit that they do and be listed as a possible risk to society so people can know to look out for those people.
