Based on the bit I read it isn't illegal to feed the homeless, just illegal to feed people in a park without a permit. The news directed more attention to the "homeless" bit to get more sympathy toward them for that fact. Which is probably why it says the mayor dropped the charges.
The law most likely has in mind feasts, parties, family reunions, and other gatherings. It limits how often people would be able to use the park for big "feedings" thus limiting how much food trash will likely end up on the ground. <- my theory based on thought alone.

Of course, let me guess what actually happened. The cops said "I'm sorry, what your doing is illegal, can you please leave" and then those wannabe activists at food not bombs made a scene until they were cuffed and sent to jail. Activists LOVE it when they are the victims.
Though laws like this, which are all over the country, are disgusting. I say break it. I'm telling everyone to break it. Hell, I've been saying this for a long time- Feed the Homeless. Give to the Poor. While clearly I dislike "Food Not Bombs" for being both a bad charity and making all us activists look bad (personal history), I like the attitude. Cook the food, and give it out.
Do it. Now. Make some sandwiches, carry them in a bag, go to the park. Even if it's illegal.... ESPECIALLY if it's illegal, and give them to homeless people. Maybe throw in some basic tolietries, small toys for kids. If it's cold out, handwarmers.
I can't stress that enough. I know I go on this soapbox alot, but honestly, we all KNOW this is what Christians OUGHT to be doing.

I think I can happily say that the area I'm living in isn't like that. At least most of the police I've met are more likely to offer to help if they don't have anything else to do and are patrolling the park anyways. That's just this area though. Soon I'll be moving to a place where the cops are just as unlikely to try to stop me, but more likely to not do so because doing so would interfere with their time at a local cafe' or other restaurant.

But all it seems to be is some lame permit business... man... paperwork is so annoying... pointless really... the world survived until now without it...
