With the implementation of our new level system I feel it's only fair that we provide you with some goals to reach for. I'm going to assume that most of you are only aiming to get back into Level 1 where you can continue largely as you have, so that's what I'm going to focus on; if you would like to get into a higher level we'll be adding threads like this in those subforums.
So, what separates a Level 0 RP from a Level 1 RP? Basically it comes down to give-a-damn. If your RP looks like you don't give a damn, that's going to get you into Level 0 pretty quick. If you try, if you give it an honest shot, then more than likely that will get you into Level 1. Now, that's pretty vague, so I'll try to be more specific.
We expect that every RP has some attempt at story. That does not necessarily mean it needs a plot, though plots are good. It does need to have more than just the title giving you an idea of what it's about. Explanation and justification of why, how, and at least hinting at what you intend the gameplay to consist of (fighting, intrigue, romance, what have you). It doesn't need to be great, but as I said before, you do have to try.
We also expect that every RP takes place somewhere, so make sure you give some details about that.
Get those two things and you'll have a very high chance of getting out of the Red Zone. Personally, I hope you aim a little higher.
