Okay, well, the "town" represents a forum. Back in the days before custom avatars, games, rigs, and what not a general forum just had an icon for their users and stars underneath. The more you posted on said forum, the more stars you had under your names. So people would post in threads called "star farms" to increase their post counts, really they were just bump threads.
But for the purposes of roleplaying, think of it like a town run by people. The pets live either with the people, on the farm, or in the forests, but do not have their own homes.
