Arashigakure


Village Setup
The village's terrain, if you will, takes several steps away from a typical village. Rather than having all of its buildings grouped on one, set location, the buildings are more spread out. Instead, buildings of similar status are often grouped together. There's a shopping district for any potential goods you may need, ranging from equipment to food. Training grounds are often grouped together, as well as citizen homes. The most notable part is that each clan in the village has their own, unique, individual district. Each of these districts are separated by quite a distance, sometimes even miles. Furthermore, there is no formal Kage Office. Instead, there's a single building designed for leaders, although the building isn't particularly designed for one to work in...just for meetings and similar things. Additionally, there are plenty of landmarks scattered across the Lightning Country that Arashigakure claims to be their property.

Country Description
The Lightning Country is fairly vast and one of the two countries that is basically a peninsula in entirety. The majority of the land is either made up of plains or rocky areas, including mountains. It's perhaps the most various in terrain, as it has lakes, forests, grasslands, mountains, etc.

Leadership
The two primary leaders are the Arashikage and Lightning Lord. The village has a council though, composed of seven people. The council includes the Kage and Lord and normally several clan leaders, but that isn't a requirement. On most things, each member of the council has an equal say. On other things, primarily things not requiring a meeting, each position holds different power. The Lord holds supreme over the Country itself. The Kage holds supreme over Arashigakure. Clan leaders hold supreme over their clan district. Other people may be in charge of other various things, like ANBU or something similar.

Government
In general, their government is a Revolutionary, since its current citizens and shinobi overthrew the former government, which used to be Totalitarian.
Their current government is sort of a mixture between a Parliamentary and a Dictatorship, but in the end, it's still something unique.
The Kage is basically a dictator, in a sense, considering his words is close to being law, but other people, such as the Lord and the other members of the council can still overrule him.
Clan heads or other type of non-kage leaders are dictator-like in their respective areas. They can use various methods that are different than the actual village, but it must be loosely agreed upon by the Kage and potentially other council members.


Squad Setup
Squads are often based on their general assignment, and many shinobi will be in more than one squad. Typically, a leader will be a Jounin or a Special Jounin, while other members of the squads are normally Genin or Chuunin, although this is subject to alteration.
For instance, there may be a squad dedicated to hunting down Missing-nin, which could possibly be composed of all Jounin.


Academy
The Academy has been abolished in Arashigakure. Instead of shinobi of the village training kids as a whole, the kid's parents or clan leader or something similar is expected to teach them ninjutsu and whatnot. Each clan can do this differently, but the general concept is always similar.

Village Groups
At any given time, there could be any number of groups within the village. These are similar to squads.
Raiu - Thunderstorm
This is a group composed of five shinobi. Their main focus is revolved around keeping the village safe. This task could involve any number of sub-tasks. They commonly hunt down higher-ranked Missing-nin, regardless of which village they're from. They don't tend to start a fight within the village unless things get out of control, but they do often watch from the sidelines, just to make sure things go smoothly. In the end, the group of five don't commonly work together, but in the time of need, are expected to be able to do so effectively. As such, they typically have techniques that work well together.


Village Background
The village's founder's real name and appearance is unknown. He is, however, worshiped at a temple of sorts, and known by the name of Enrai (Distant Thunder). Stories indicate that the founder was killed off by a ruthless shinobi. That shinobi, named Hanshin (Demigod), took over as Kage afterwards. He ruled ruthlessly and no one was willing to stand up to him. Hanshin killed anyone who so much as looked at him the wrong way. During this time, the village was relatively unknown. Hanashin's reign, however, ended in major publicity. He started war with Yougangakure and Shippugakure at the same time. It ended in a fight between the other two Kage at the time. At that time, Yougan and Shippu could clearly see the reason Arashigakure had failed was solely because of a bad leader. The two village aided in helping Arashigakure to flourish and it eventually led to them being a great village. During the time after the war, Arashigakure stood leaderless for quite some time. Eventually, after Yougangakure and Shippugakure left, the people 'elected' a kage, Kuroshiro. In the beginning, he was a great leader, reforming the government to something grand. Not long after, however, it changed. He became power hungry and ruled similarly to Hanshin, although not nearly as bad. In the end, a shinobi known as Yuumei Kagemusha struck Kuroshiro down in front of all the villagers. The villagers praised Yuumei and elected him Arashikage. The government was, once again, reformed. This time...for the better.
Throughout the entire time, a single Lord ruled. He watched the entire thing and was appalled until Yuumei stepped in. At this time, however, he grew far too old to be the leader of a country, and decided to give his position to someone else.
