The area outside the Shinra Headquarters is fairly wide open. People chat out here often and share stories. Usually however, it's pretty desolate. The reason for this is simply because Heartless and Unversed tend to wander the area. While Shinra security can usually handle the lesser Heartless, they will send out help requests to Protega to deal with larger Heartless/Unversed or large groups of either.
