Would manipulating gravity be similar to manipulating orbit?

Not exactly.

If you were to manipulate orbit, it would absolutely affect gravity. If you were to manipulate gravity itself, orbit wouldn't necessarily change.

I'm sure that all depends on the rules of a given universe, though.
