So a lady went to yoga class and while she was out her electronic fence malfunctioned and her dog got out.
She was fined $1,040 for a first time offense.

Does the punishment fit the crime?

Wow, that seems a bit extreme. Maybe the animal control officer was having a bad day? One time my family's puppy got out of the backyard due to a hole in the fence and all we got was a warning. Luckily!

That is overreacting. If the dog didn't cause any damage and it's a 1st offense she should have just gotten a warning and perhaps a small fee for the time animal control spent capturing her dog.

Yeah I agree I do think that they are overreacting.
It was a first time offence and no damage was done, she should have gotten a warning of some sort, or maybe a small fine for the time that was spent on catching her dog.
I wonder if she can fight that or something...
