I'd say start by making a wood version of the blade and then make a handle of wood or metal. Then attach the blade to the handle by adding a groove into the handle so the blade can go in slightly and be screwed in. Then paint it. I say this cause you can't use a metal blade for cosplay most places. But you could work out a metal blade to interchange with the wooden one if you wanted.

Aw that sucks, why no metal blades? Is it considered cheating because you probably didn't make it yourself?
Cosplaying sounds like a laugh, might have to try it out sometime.

hmm.... I'm a member of Amtgard, we use padded weapons (yes..SWORDS) for our combat system, some people use "funnoodle" as their main padding, but I use a strip of bamboo through the middle of some shaped camp foam (you can get it in the sporting goods area of Walmart) to make fancier blades...if you take some bamboo and secure it to the barrel of a cap gun, then build the blade off of the bamboo, cover with shiny ducttape. it may not be perfect...but it would probably be close, and, the cap gun will make *bang* noises for you if you keep it loaded 3nodding

if I get the time/energy to do so, I might try making one using my method (with any luck able to provide step by step pics as well)
I recently got into a discussion with my wife, Phaedra, and she mentioned that I kind of resemble Squall...so I might try a cosplay myself.

If you were where i am, I could make a replica if this gun for you, Most of the time i can get it working also, I am killer with metal, But i agree with XianRazius, I wouldn't allow it to be taken to a cosplay. Besides, If you can find a woodworker good enough, they can make wood look pretty close to metal, and the best can make the feel an the wood like metal also, it's pretty cool.

You COULD probably make it out of a single wooden board with a cylinder block as the round revolver thingy, all painted in silver it'd be pretty awesome, but kinda fragile around that cylinder.
If you're feeling lazy you can always cut cardboard and wrap it up in tin foil.
