First thing you want to do on your base is block in where the overcast shading is on your tail. This would be on a multiply layer using a 5 pt fuzzy brush if you were using photoshop on my templates.

Next you are going to start at the base of the tail and make the first blocks of top hair strands.

Then you work on the next layer of blocks of hair strands. After you complete this second layer, then you'd make a third layer, and a fourth layer, and a fifth layer and continue on until you complete the entire tail in this fashion.

Then you begin the individual strands of each section. The lines for these strands should be a little skinner than the lines of what you used to block in the large sections of strands.

Then you want to do this to all the other sections. Try to start you hair strands where they would be growing from at the roots and not from the tip of them.

Now you start your highlights on an overlay layer. It doesn't really matter where you start, but you need to put a line of color in the middle of a hair strand. I use white

Now add a new Overlay layer. With your fuzzy brush still that same size of 5 and hopefully you have a tablet with pressure sensitivity, you are going to start off with putting a large dot in the center of all strands: larger dots for thicker strands, and smaller dots for thinner strands. Then you are going to put a trail of tiny dots along the strand. You may have to change the size of your brush if you do not have pressure sensitivity but the lighter you press, the smaller your dots should be.

Last you want to change this layer's opacity to be below 40 on your box that shows your layers. You do not want this layer to be overpowering, just subtle.
Do these steps for the entire tail, and it would be finished
