Fav. Food: Mountain Dew. If you really must argue with him it's not a food, then he'll go with Wint-O-Green Lifesavers.
Hated Food: Mushrooms. The texture is just... ugh. And the taste ain't much better. He can take the flavor in casseroles, but actual mushrooms on his plate or hidden in the beef wellingtons make him gag.
School: Destiny City University - Part time, going for his Gen. Ed. degree. Nagged into by parents, same people footing the bill on this. Really, he's unsure if he'll ever finish the degree, but classes that look appealing to him keep fitting under the requirements so maybe there's hope yet.
Hobbies:
Bargain Shopping :: Devlin would happily be one of those people you see on "Extreme Couponing" if he had the time. As it is, he does spend some free time clipping coupons or checking his email for the latest deals at his favorite stores. Money isn't the easiest thing to come across in his experience, so he has for most of his life found enjoyment in buying as much as he can for the cheapest he can. His parents got him into the habit as they had their own limited budget to mind and stretch much as they could. He's formed the habit into an outright hobby. Shopping with him tends to be a bit of an adventure, regardless of the intended target. Grocery shopping only happens after he's made a game-plan for what products he's going to buy, how much, and how many coupons he can use in all of this... never mind what deals are going on via the store itself. Clothing shopping? Gadget shopping? Often requires a great deal of walking and price comparisons by either visiting different stores personally or him searching things on his phone. Expect any shopping trip to expand most of the day with him, knowing he'll be loving every moment... especially the moment he walks away knowing he just got the best deal he could out of it.
Video Editing :: A hobby he came across more by accident as he played with the camera feature on the first cell of his with such capabilities, he became prone to taking it out at otherwise random times to capture some moment or other of life around him. His favorite shots tend to be of movement - skateboarders in the parks or doing freestyle around the city, runners, street performers. Any footage he got he'd store on his computer, though for no other reason than to get it off his cell. It wasn't until a video editing class in high school that he found a use for any of it. It was then he developed a love for mixing up the shots, altering them like crazy, and mush them together in a video of some type. Music videos became the most common, he even sometimes puts together ones for shows or movies he happens to like. The quality on his cell phone camera isn't the best, so he's on the lookout for a good deal on a digital video camera, but for now he makes due with what he's got.
Cooking :: Never has he had formal training, nor does he especially want any. While he's no master chef or ever really expects to be, Devlin loves to look over what food deals he can get and plot ways to form them into various dishes. It started mainly as just another way to help his parents around the house when he was a kid, and later expanded into an actual hobby as he started gaining his independence growing up. Save money and have good tasting food? Yes please. To him, the two aspects meshed perfectly. He'll often browse recipes online or stare mindlessly at the Food Network to pick up new ideas. He tends to sway more for Italian dishes, but has been finding a fun challenge in Thai food as of late. Any time he can dabble in a new style of food is a chance not only to challenge himself and pick up new techniques, but also learn about aspects of a whole other culture. There's something new in each meal, even ones he's already made. It could just be his lack of skill, but he still finds it an adventure to make sure he cooked the meat all the way through, or didn't overcook the pasta... or burn the pie crust.
Virtues:
Observant :: While the rest of him might sit like a motionless blob for hours on end at times, Devlin is someone whose eyes rarely sit still for long. He's always trying to take in as much as possible around him. They're the only aspect about him that's almost constantly moving, in all honesty. Even when he should be focusing on one task, one person, his gaze will be wandering all over the place. He'll rarely look a the person he's talking to for long, flicker at them to watch their body language sure, but he'll also be watching the people around them, the weather outside, seeing what's on the screen of whatever gadget is in his hand... He can force himself to stare at one spot for maybe five minutes if he really focused on it-or if the person complained. But unless the subject he's looking at (person, project, or otherwise) challenges him on some level or otherwise motivates him, Devlin won't take long before his mind, or eyes, wander again. He simply is unable to focus on a single subject for long otherwise. As it stands, he can multitask rather well. Something he is quite proud of and often times does put a little too much faith in. While he might miss some things people say or do (including some rather important things at times) he's got a good mind for playing back conversations and making sure he's got the main point of the conversation. Least for how he understood it, missing those key points can easily be his downfall. Asking him to repeat what you just said isn't a bad idea, if only to ensure he really did get all the important info.
Frugal :: If Devlin had one aspect he was most proud of, it'd be his ability to stretch his budget. Sure he's got some expensive things he'd love to get. A new digital video camera, a better cell phone, a new desktop, maybe a faster internet connection... but he's not against spending hours researching brands, comparing prices, and surfing forums and websites to see if just maybe there's a better deal waiting out there for him. He rarely eats out, never buys on a whim, don't even think to ask him to buy things not on sale, and he pinches pennies whenever he can. He tends to become quite resourceful due to this. Anything that can be recycled is, from clothing to gadgets, to furniture and even some trash if he can figure out a way to utilize it. Beyond even saving money on food, clothing, and other living expenses, he looks for the fastest way to get places in the city by foot. Bus if necessary. Cab if he's desperate. Elaborate routes tend to form over time for him as a means to get from point A to point B in the least time possible. If there's a way to cut costs or time on something, Devlin is your best shot at finding it... and a variety of creative others while he's at it.
Organized :: He loves his filing cabinets. Every purchase he's made he keeps a record of. He keeps notes on what coupons he used where and when and how much it saved him. His closet is organized by article type, and sometimes if he's bored he'll organize things by color. His kitchen is marked with labels, and each cabinet and drawer is assigned its own category in his mind. His appearance is far from spotless, in fact he tends to dress like a bit of a slob. There's just something about keeping everything else in his life in a proper location that he finds relaxing. Sure he tends to rearrange things in new orders every month or so, just to see how else he can organize things and test himself if he can keep up with the change. He won't tsk someone if they put things in the wrong spot or don't keep as clean of a home as he does, though he will move things back to their current place and might just start organizing someone else's things in a sort of auto-pilot. For him, keeping everything in its place, even his thoughts, is just second nature. Every piece of information he picks up with any of his senses are organized as well, allowing him a relatively easy recall. If he actually chooses to apply this stored information is another question entirely, however.
Flaws:
Course :: One of the first things someone might notice about Devlin is his rather informal and lax style of dress and body language. The second will probably be his language. There isn't a sentence that doesn't have slang, choppy words, or cursing that comes from his mouth. He's lazy in his pronunciations and word choices, and no amount of warnings or requests to stop tends to sway him. He simply doesn't care. Don't like how he looks? Talks? Don't look at him and don't talk to him, that's his way of seeing things. Much like he'll apply to others he has such opinions of. He has gotten himself into plenty of trouble over this, from peers to friends to authority figures. Threaten him with serious punishments--jail, for instance--and he'll usually zip it for a few minutes at least out of self-preservation. But should he remain too long in a situation after that, the crude behavior will probably come back. No one is really safe from his behavior. Youngers? Eh, they'll learn it eventually, why hide it from them? His body language is much the same, slouching when he should be looking more attentive, the fact he rarely maintains eye contact for longer than a few seconds. It's not that he's got authority issues, he simply figures if you've got something important to say he'll hear it and respond to it, how he looks while listening or how he chose to respond shouldn't matter.
Blase :: Ever hear about those guys (and sometimes girls) who simply become so bored and unchallenged by school that they drop all interest and eventually drop out? Devlin is very much amongst their ranks. The moment he is faced with a subject he finds boring, or rather, below his perceived intelligence or skills, Devlin's mind will almost instantly begin to wander. His interest in the situation will plummet, as will any motivation to have any further dealings with the subject at hand. He'd without any thought or hesitation ditch it in favor of something more interesting, regardless to any insult he might cause someone else. While he can be far easier motivated by his hobbies and higher level classes, Devlin's main reason for even being able to focus on them at all is their ability to challenge him. Shooting clips, editing them together, adding effects and music, coming up with new recipes, bargain hunting... even if he learns tricks of the trade to make things easier, he's always looking for ways to challenge himself. The moment something becomes too easy he simply loses interest. Without a challenge, without the idea that there is more for him to learn on a subject, he loses all motivation and becomes rather listless. Dead weight. Devlin did carry himself with the idea that he knew all there was to know throughout most of high school up until his dropping out. Even around his family and friends, if they're not constantly in his face about something they want him to work on or focus on that he believes is below his abilities... he simply will blow them off without a second's thought. He can be harassed into things, should the other person have the will and determination. He will not go without a lot of fuss and even more extensive cursing and foul behavior than usual, however.
Opinionated :: Devlin has no problems voicing his opinions. He'll give you advice on whatever you're dealing with.... whether you ask for it or not. Asking him to keep his opinions to himself or watch his language has no real effect, either. Good and bad, he will always speak his mind without hesitation. Much like how he doesn't see why he should do things he doesn't like, or already knows, he doesn't see why he should withhold his thoughts on any given topic. He does have a habit of jumping into strangers' conversations if he has an opinion on a subject he overhears, and not too often is this met with positive responses. Sure he's met some of his best friends this way, but he's offended more people like this, too. Like telling off a cop for making him stand out in the cold rain after he got into a fender-bender. While he does try to avoid physical confrontations, verbal ones are not things he shies from. He firmly believes in his abilities and knowledge, and unless someone can shove more solidly founded opinions back at him, Devlin will just keep right on jabbering till he loses interest in the subject and moves on on his own.
PHYSICAL DESCRIPTION
Eyes: ██████ #99CCCC Almond shape, usually more along the bored, unamused variety.
Hair: ██████ #534B4F Wavy, it reaches down to just a little past his shoulders. He usually leaves it down, but does sometimes pull it back into a pony tail. His bangs are a little shorter than the rest of his hair, so doing so tends to have some falling haphazard around his face anyways.
Face: ██████ #CD9575 A more oval shape with a definite square jaw. He's got a small scar by his left brow angling away from his eye, but it's the only real defining feature of his face.
Clothes: Simple tees with probably some sort of game related graphic, or maybe plain but layered with other shirts. He usually wears some sort of hoodie, the weather allowing. Should it get cold, he'll throw a somewhat beaten up leather jacket on over that hoodie. Jeans in varying conditions and sneakers tend to finish his look. He favors more neutral colors dominantly, with maybe pops of brighter colors like red, a brighter blue, or green here and there.

Attacks:
Sailor Scout Attack: Betrayal of the Family Visual: Uttering the name of the attack, Loke's hands glow a dull orange. A streak of that dull orange energy flares out to a target and compels them to attack the target's nearest ally. Effect: The single target is compelled by Loke's magic to harm one of their allies rather than a member of the opposing side. The compulsion lasts for five seconds. It is the target's will that determines the success of Loke's magic, repeated exposures does not weaken the compulsion's effect on them. Downfall: The target can dodge the energy flare from Loke, and it is possible to break free of the compulsion. The attack is not necessarily a magical one, and Loke has no means of controlling how, when, or where the target attacks their ally... assuming they do at all. Those of a higher level than Loke have a far easier time breaking free of the compulsion. There is a cool-down period of a minute and he can only use this attack three times per battle.
Super Sailor Scout Attack: Betrayal of the Crown Visual: Saying the name of the attack, again Loke's hands glow a dull orange. Pointing his hands towards two targets, bolts of energy fly from his hands to the targets whom are then under a stronger compulsion than before to attack the closest allies. Effect: Like before, Loke's magic compels the target to lash out against one of the members of their team. He can target up to two opponents this time, or just one. The strength of the compulsion does not alter depending on the number of targets. The compulsion lasts for seven seconds. It is the targets' individual wills that determine the success of Loke's magic, repeated exposures does not weaken the compulsion's effect on them. Downfall: The bolts of energy can still be dodged like before. While the compulsion is harder to fight this time, it is still possible for someone to break free of the magic. He cannot control if they attack their allies with magic or by physical means, if they do at all. Someone that is a higher level than Loke would have a far easier time pushing aside the compulsion. There is a cool-down period of two minutes and he can only use this attack twice per battle.
Eternal Sailor Attack: Vow of Treason Visual: Saying the name of the attack, Loke swipes his arm through the air before him in the direction of a target. A bolt of dull orange energy flicks out from his hand to the target. Should the magic take hold they would be tinted slightly dull orange. As both times before, is the target's will that determines the success of Loke's magic, repeated exposures does not weaken the compulsion's effect on them. Effect: Should they be hit by the sliver of Loke's magic, they would for fifteen seconds see any allies as enemies, and all those on the opposing side would for the moment be seen as allies they feel compelled to help. Downfall: There is a range of fifteen feet radius for this attack, both in how far Loke can hit a target and the distance for how far this illusion stretches for the target. Loke cannot control how they would help their "allies," or even if they do anything at all. The illusion, and thusly the compulsion, can be broken, particularly if that person is of a higher level than Loke. The bolt can be dodged. There is a cool-down period of three minutes required for this attack, and he may only use it twice per battle.

Added a quick explanation on his school situation, since it wasn't until after I'd posted him in the contest that I realized that could be a bit confusing >>;;; ...unless it totally wasn't necessary in which case... uh... lulz? XD;;;

I really, really loved this whole concept when I spotted it in the thread. It's admirable that you came up with a "mind-control" attack concept that's both sensible and interesting to play on, and I can't wait to see it in action! I just want to make sure that the Super upgrade for Loke is what you want with it, since it seems to me like it's not as much of an upgrade as it potentially could be. It would be perfectly acceptable if his bolt o' treachery could chain over to a second target at this stage, for example. Also, would targets who have already been hit once by his attacks in a particular have an easier time resisting it since they're now aware of what affect it has? Or would that be determined by individual willpower the same way general resistance is?

I can't begin to say how happy I am the concept was so well received! ;; Had a bit of a time making sure nothing was OP and was still a bit nervous when I posted him... but I really can't wait to see the sort of situations he and others get into due to this sphere >3
Edited his Super attack so that he can target up to two opponents, however I'm unsure if it's okay that he can pick if he attacks two or just one?
I figured that it was the individual's willpower that determined the general resistance and how easily they'd be "swayed" next time they were hit by his attack. That even if they knew what was going on, their willpower to fight the compulsion in general would still be the main key to if they went with it or not. However if you think it'd be better experience with the attacks might make it easier to fight, I can edit what I wrote for that :3 <3 ^ Sorry if my wording on that was confusing. I keep re-reading it not sure if it makes sense, but not sure how else to say it X'D;;
