I don't think a person should make a mule in order to fit in. Maybe take in considerations about other people that are interested, but don't want to make a mule or change their character in order to RP. There is side RPs that you maybe can RP in Earth.
Or better yet we can allow OCs into the RP, but they won't be the key figures as in the gem scouts. Something anyone can join without being left out because they are not the major or key figures aka Gemstone Scouts.

You do not HAVE to be in the main RP (which isnt moving along that quickly) to feel welcome to RP. Create a Random RP and have fun :3

I don't mind that there is a MAIN RPG because it IS the Gemstone Senshi guild.
Franky, how many gemstones are left!? Even if I were to make a mule, what the hell would her/his name be? At one point in time LONG ago, I tried playing a Sailor Amethyst, but I wasn't too interested in her since I was still trying to develop Sailor Midnight.
What's wrong with just making a random RPG that doesn't exactly tie into the main story, but you can have fun with it anyway? I don't know. I have a lot of catching up to do with this guild..
