Here, as the snow melts down through Spring and Summer, we see what destruction has actually happened and still the rubble falls as the ice and snow disappears. There are still bodies left to clean up, valuables left behind to find, and give people to the villagers before bandits try and get to it.
It is now under the jurisdiction of the ANBU, who will protect what secrets still lay there, and they will hold their main meetings and official business there once they have their orders from the Raikage. There is also some people escorted in and out of old Kumo, who are helping clean it out, until all valuables are safe in the caverns. Sometimes the odd person can be known to try and steal something which does not belong to them, but every person is carefully watched over the whole time they are there.
The same ANBU do not always stay there, they switch shifts frequently, but not all at the same time. It is still a good place as any to commence the top secret assignments they do best.
