i have a shiny one(action replayed) that you can have. im hard to get in touch with as i just check gaia for a few minutes here and there during the day. but if you're ever on at the same time as me i'll hook you up

You need the Red Orb that you get from Mr. Pokemon after you get the National Dex from Professor Oak. You of course need to take the Red Orb to the Embedded Tower in order to encounter Groundon. That of course only works in Soul Silver, since you would get the Blue Orb to encounter Kyogre instead in HeartGold version.
