Major Titles
Emperor of the Holy Roman Empire:
Otto I● If vacant, the title goes to the King of Germany.
King of Germany:
Otto I● If vacant, the title returns to the Emperor. If there is no Emperor, the German major title holders elect a new one.
● The Emperor can only give the title away with the approval of the German major title holders.
● An "acting" King can be appointed without giving the title away.
King of Italy:
Otto I● The title is always held by the Holy Roman Emperor.
