Scales. Nothing but scales. Try running that full octave of notes you're having trouble with. Your tongue, lips, mouth have to get used to buzzing at that frequency. For awhile, you won't see progress but then suddenly you'll squeak out something close to a note and then "magically" one day be able to hit the note you want at that range from thereafter. -it works for me & most others I know trying to attain a specific note. It just takes diligence. -and remember to take breaks and not over-practice during your sessions. Hope this helps.^^

I play the bass clarinet also, but I have a hard time getting past top line F. But I think that you should start on probably a low G and start slurring up until you start hitting the notes and then start practicing on tonguing the notes.

Um play as many scales as you can. try the chromatic scale and work your way up slowly to the higher notes. Take it one piece at a time meaning play your lowest note which should be a below staff F and go up to the next octave F then back down. Once you've mastered that. Keep working it piece by piece. This helped me when i was first starting out.
Also get your instroment looked at, it could be that too. You could have a leak or something.
OR it could be your reed or embrosure. (ignore my spelling)

Hope that helps

As a bass clarinetist myself, I have to agree with everyone who suggested scales. Back in high school, my band director gave everyone range extender warm-ups. The range extender warm-ups were pentatonic scales that we were familiar with, but at an octave higher than we normally play in. That helped me.
