Yep to get this pokemon you aren't going to use global link ^.^
we dont even have a pass word, on the main menu go to the option "mystery gift" under "new game" and above "battle competition". Then receive the gift via Nintendo WFC (wi-fi-connection) in any place you can connect to the internet with.
note you cannot receive the victini if you already have 4 cards stocked up
