One long chamber, where the captain meet for discussion. No one under vice captain status is allowed within the chambers.

Shan opened the doors to the meeting room by his lonesome, watching the emptiness inside with a certain wariness. As a captain himself he had never been called to a meeting, and yet here he was in one as the new Captain-Commander. The steps forward seemed daunting, like a heavy weight was being pressed on him just by being in this place. The doors slammed behind him with authority and the sound echoed in the empty space. There was such a deep mystique here, the best and brightest of the Seireitei gathered here in times of emergency. Which made him wonder. Why were they gathering?

His steps stopped in front of the great chair that Captain-Commanders before him had sat in, had made great decisions in, had shadowed his power and his tact. How could he dare compare? His hand pressed against the armrest, and felt the cold surface carefully. It was probably just in his head, but it felt as if it was radiating power. He almost didn't dare wish to sit in it, he just watched it carefully. He would have to sit in it when the others came, he knew, but for now he simply respected it. And the symbol it represented.

Torik Ishikawa
Captain of Squad 9 (For now, still the Lieutenant)

Torik walked in soon after Shan with a smile on his face. He had his hands in his pockets as he approached the new Captain Commander. Hey Captain Commander Hokori." He said with an excited expression on his face. Its not every day your Captain becomes the Captain Commander of the Gotei Thirteen. "Well earned." Was all he said as he bowed to his previous Captain in respect, not knowing what else to say. He was just as speechless as Shan, he just smiled and walked over to his place in line. Normally he would be standing behind Shan, but new he was standing behind an empty gap where the new Captain of Squad Nine would stand. "So Captain, do you have anyone in mind as your replacement for Squad Nine?" Torik asked, with a curious expression now on his face. He wasn't sure if anyone could replace Shan so soon, but the Squad needed a Captain. The Lieutenant couldn't run it all alone for too long. Though he was familiar with how the Squad functioned and how to run it, he was not Captain marital and was not ready to take on the full responsibility. At least, not in his eyes he wasn't.

Shan turned his head when Torik entered, sliding his hand off of the chair as he then rotated around to face his former lieutenant. "No, no need to bow. It's not official yet. For now I am still your Captain and you are still my Lieutenant. Who knows, perhaps they might change their mind." He wanted to take his mind off of this whole situation, because it was unnerving him. "Stranger things have happened. He took a deep breath through his nose, and let it out slowly. "I have earned nothing, Torik. Least of all this position. But I doubt I will fully understand their reasoning for the decision. They rarely tell why the decisions they make are made."

Despire the situation, however, Shan allowed himself a small smile. "I do believe, if I am instated, I may have a suitable candidate for captaincy. Don't you worry." He sighed, and turned back to the chair. Can I do this? Can I honestly be the Captain-Commander? This is a lot of pressure for one position.

Hadaka walked in softly, the patter of his footsteps light in sound. He clapped his hands a couple times in congratulation of the New Captain Commander..."Well, Captain Commander Hokori it is now, congratulations..." Hadaka's soft clapping came to a halt as his voice seemed to change tone ..."Just curious though, what happened to your successor?" Hadaka to a bow to both the Captain Commander with this statement and turned to the LT, taking a bow as well. "And are you to become the new Squad 9 Captain?" a slight grin creeped across Hadaka's face... "If so..." Hadaka looked at Captain Commander again..."I would love to partake in his Captain's test, Im bored." Hadaka yawned..."or is that information not yet surfaced itself, Commander Hokori? Nonetheless, I would like to partake in any captain test that you seem fit, I have been quite bored as of late and recruiting has been slow for me, so there have been no new members to train with." Hadaka moved his right foot in a fidgety fashion, rubbing his big toe in the ground for a moment.

The aroma of sakura petals wafted into the room as Captain Kokoro entered the meeting chamber. Most of the captains were well-aware of his obsession with tea and alternative medicine, so the aromas that hung around him were of little surprise. "Captain Commander Hokori, I apologize if I am late. I just got finished with promoting a member of my squad to a seated position. I still need to train him to achieve his shikai release, though." He also turned to the others in the room, too. "And forgive me, my comrades. I knew you were here. Good morning."

Yasumeh walked in with his normal disheveled appearance slightly cleaned up, his face was covered in a fine two day grit but his hair had been pulled back tightly out of respect for the meeting and his robes where in order. Sitting down at the closest table to the exit he gave only a mere node and meeting of the eyes to the new Captain Commander knowing it to be enough for the time being until the change was both made fully official and the new attanie had been given some time to adjust to his new position. Yasumeh removed his wide brimmed hat and hung it from the back of his chair before slinking down into it in a relaxing manner and closing his eyes, the appearance of sleep letting him block out all other outside stimuli beyond sound and smell to hone a nigh perfect memory of every word that was to be said while in such a state.

Another turn to face whoever was applauding him. He remembered the Captain, from somewhere. He was present during his Captain's Test, as most Captains choose to be, but that wasn't where he remembered the Fifth Division's Captain. He smiled thinly as he addressed him, however. "As of yet I am not the Captain-Commander. And I am unaware as to what happened to our previous Sotaichou. I was simply told to assemble here and what they were considering making me." He walked forward a few steps away from the chair, choosing not to fuss over it any more. "And if it comes to that, if Torik is chosen to be the Ninth Division Captain or he asks for the position, then I will recommend you to be his tester."

Another Captain entered immediately following, and gave the same introduction as the other. "Captain Kokoro, I have not been formally given the position yet so please refrain from calling me that. And you are not late, I assure you." He sighed, all this formality was making him weary already. He was used to command and he was used to structure, but this was like being a governor and all of a sudden being voted in as president in some crisis. The normally firm, calm, cool and collected Shan Hokori was a little unnerved. And it showed.

He was glad for the next captain that walked in, who simply nodded to him. No bowing, no honorifics. Just a nod of respect for him and the situation. He nodded back before the man slunk into his spot and closed his eyes. This was...Yasumeh. Very relaxed in all that he did but he was a Captain for a reason. He hadn't had much chance for interaction with this Captain but as leader himself he knew all the other heads of the divisions simply by proxy. Everyone seemed well-adjusted to the idea of him as Captain-Commander already. Like they knew some secret that he didn't.

Natsuki had followed in shortly behind her Captain. She noted the low number of lieutenant rank that chose to come to this, her reasons were clear. As a figure head of the Tactics division it was important that both she and her captain were present at important gatherings after all the check and balances between to views often eliminated any bias of the situation as a whole. "Interesting environment, it's not often so many of rank gather in one place..." she commented bluntly little louder than her captain's hearing range. she would be here to observe more than give any input on arising situations unless of course she was asked to give input at all. it was still relatively empty so it was safe to assume not all had arrived as of yet.

Tsukiryu bowed in apology to the 1st Division Captain. "Forgive me, Hokori-kun. I only meant to show respect. I'll remember that until you actually have the formal position. And I'm glad I'm not tardy." He uncorked his tea jug and took a swig, then returned it to its original position at his hip.

Hadaka smiled politely back as the response to his question was met. "I apologize for smothering you with the title, I shall await to see the outcome of the situation as it stands." Hadaka said softly as he took his seat, glancing next to him to see his LT's spot empty at this time. 'She need to get here soon...' Hadaka thought, plopping down into his seat and letting out a large sigh..

"Summoned from my meeting?!? What's with this? I was totally with the guys down doing some training." Ketsu's drab footsteps were loud as he drudged into the room, his drooping eyes like a child as he had his own fit. As soon as the door closed behind him, his attitude immediately changed.

"Why is no one here yet? I was expecting more of an attendance. Madam Kya had told me some information about stuff, about how we have a new head captain, and the new squad nine captain. . .that guy." Pointing to Torik he continued to talk. "And. . .to give this long drawn out note to that guy."

His footsteps were silent now, as he walked calmly towards Shan, passing him a closed envelope with his name on it. "Some information there I wasn't allowed to know about I guess."

Taking the letter from Captain Eki, he nodded at the man out of respect. He motioned for the man to take his spot in the line up, and turned his attention to his old Lieutenant. "Well, Torik, congratulations are in order. You are the new Captain of the Ninth Division. Treat my old rank well. After these proceedings we will test you for the position as a formality, seeing as the old Head Captain has given the edict to promote you. Do the Seireitei proud, Torik Ishikawa." The man was his pick for the replacement anyways, seeing no other person capable of holding that position. Shan smiled at him once, and then focused on the letter. Such correspondence was odd, normally information would be passed from person to person orally, or by Hell Butterfly, instead of a letter. Letter's could be intercepted and read beforehand.

He turned it over, and the seal on the paper had been unbroken. But that was no clear indicator of it not being read; there were many ways to break and reseal such things perfectly and without suspicion. But given the situation, he supposed it was a simple formal letter detailing his duties and the change of power. So he broke the seal and opened the letter, the room falling eerily silent as he did so. He opened his mouth to speak it aloud, but caught himself, and sealed his lips just as quickly as he had opened them, and read the text with a stern gaze. He looked up from the letter, and scanned the room before him, and then continued reading it to the end. His hand shook minutely, and almost imperceptibly, as he folded the letter closed again. He braced himself on the chair's arm, and soon sat down in this almost throne-like chair. If he had deigned not to believe the chair had power before, he couldn't escape the power before. Maybe it was simply symbolic, but he felt it deep inside his core.

He remained silent for a short while, but it seemed to drag on forever. He was deep in thought. He placed the letter inside the fold of his shihakusho, and looked up at the captains assembled. "Captains of the Gotei Thirteen, I thank you for coming on such short notice. I thank you even more for understanding the importance of such a gathering, even abandoning current objectives to make it here. All those who have not made it yet will simply have to be filled in later."

He paused, his hands resting on the armrests at his sides. He felt so small in this chair, and he probably looked it. He wasn't exactly the largest of the Captains, but he supposed size did not matter in such things. "But it appears that the peace we have enjoyed for such a short time has finally come to an end. Someone among us has shown themselves traitor." He let the words sink in for a moment before continuing. "We do not know at this moment who they are, but we do believe we know their motives. They wish to revive the dead race of arrancar. To what end, we are not sure." He let out the deep breath he was unaware he had been holding in. He was about to issue his first order. But he wasn't as tense as he had been when he first entered the room.

"Because of this sudden deception, the entirety of the Seireitei is to be placed on high alert. I am now declaring a wartime exception for all seated members of the Gotei Thirteen. I want you all to be on your guard. We will find this deceiver and root them out." He leaned forward, his hands gathered in his lap. "The Royal Guard will be watching, Captains. They too understand the importance of this situation. So for the sake of the Seireitei, and the balance, do not fail us." He looked from one Captain to the next as he spoke this last sentence, pounding the importance home as well as looking at their faces for any hint of subversion.

"If there are no questions, then I simply ask you go back to your Divisions, inform all members of the situation, and be on watch for any suspicious activity. And if something is found, you report it immediately to me."

Torik Ishikawa
Captain of Squad 9

Torik had no words, just a shocked expression. He didn't know what to say, he didn't feel that he was ready to become a Captain. But if his old Captain has that much faith in him he couldn't refuse, besides the Squad a leader. The new Captain of Squad Nine nodded in approval. He couldn't believe he had been made Captain, he was over joyed but didn't show it much; other than the smile across his face. Torik listened very carefully to the information and the instructions given to him by the Captain Commander Hokori. This was mainly the job of his Squad, the Ninth Division, to track down and restrain traitors to the Sereitei. Especially hostile traitors. When Shan was finished talking Torik just nodded. "Understood, I will have the Ninth Division start an Internal Affairs investigation into this matter right away. I will try my best not to let you down sir." He said with a grin to his previous Captain. Torik wasn't really concerned when the Captains Exam was, no matter when it was Torik would be ready for it and do his best. Right now the top priority was finding this traitor and taking him into custody, or kill him. With the Captain's meeting now at a close, Captain Ishikawa used Shunpo to disappear and head back to his Squad to let them know what has happened. Also he needed to start the IA investigation.

"Royal guard eh? I hear those guys are cool." Ketsu began to walk to his position at the side of the room, as he began to talk. "But more importantly how did she know about a traitor? Or how could she possibly expect us to be in high alert. Haha! Good luck I say. More importantly I don't even know who we could trait- to!" Ketsu was ignorant in this situation, as he flung his hair from his eyes, his body relaxed, yet his hands rested softly against the hilt of his blade, for some sort of 'just in case' stance. He may have been calm, but his gaze, his stare was piercing. As he looked at the captains around him, he snickered.

"I must say, we are ******** pathetic." Ketsu sneered, as he spoke again. "I mean not even everyone showed up, and by the looks of things, we are like third graders, if we really had any enemies, they would kill us in a heartbeat. Gosh, I mean my blade is hungry for blood, and I won't lie. I am too. I just wanna stab some s**t, so if we have an enemy, let me at 'um, but we have gotten wreckless. Royal guard, they are probably the only ones doing anything."

Ketsu made a large snorting noise, as he spit on the ground. "Pathetic."
