Plain and simple. It's a relatively new establishment, growing and expanding as we speak. It has multiple carts located around the Village, along with another restaurant in the status of almost finished.
Being a Rireki shop, its ramen is, as such, to die for.

Contrary to the grim surroundings and nature of Getsugakure, the Rireki ramen shop was a rather lively place.
In fact, the only comparison you could make between the two is that both are filled with violence. If you count yelling as violence.
And throwing pots and pans, which Haona niftily ducked as he entered through the back entrance.
Wait, that was a knife. This was new.
The boy sighed, slugging Shunpatsu down in a corner, heading to the bar in the front. Which was quite different from the kitchen. It was peaceful, filled with the chatter of those who were hungry, but totally seperated from the yelling and shouting of the family.
When he sat, he was at first greeted with a smile, bright and beautiful. But the girl immediately scowled once she recognized Haona's face. "You haven't died yet?" she bitterly asked, heading off to make a bowl that she already knew he wanted.
Hana sighed, rubbing his temples. "Nice to see you, too, sis."

Haona was soon reminded that he didn't favor family interactions.
In fact, he was surprised that he forgot.
The entire time his sister, Nami, was making his bowl she ranted on and on, insulting him and his actions with good reason. He wasn't that great of a person, he admitted. But her claims were based solely on bigotry and blind hate.
It worked, though. Completely ruined his meal.
He didn't really wait to leave, trucking along Shunpatsu on his shoulders.
