I'm not exactly sure what's the difference between Powers/Skills/Tiers and Talents? Some people just bundle them together and now I'm boggled.
Powers is just the term I used in my character thread to describe in detail what my charas were good at and everybody copied me, that's all!
Your
skills are things like Swordfighting, Combat, Aeromancy, First Aid, anything like that, and your
Tier is what level of ability your character has in each of them. You might remember it was originally going to be just one overall "character tier," but it was changed because it wouldve given people who excelled in non-combat disciplines an advantage, and vice-versa, so now you have individual skills with individual tiers. The tiers are Beginner, Adept, Advanced and Expert (and Master). Beginner & Adept both take 6-sided dice with different success rates, Advanced & Expert take 8-sided with different success rates and Master takes a 12-sided dice. See

Talents are personalised abilities that your character can perform, like the old skills from the first version of the system. You were very good at it back then so it shouldnt be a problem for you now, I hope =] Like Bapp might have Einzelkampf for one, idk. Try to keep them balanced is the only rule. Mab can help you if you need it. Also originally I'd planned that you could only have a certain number of Talents depending on how advanced your character is, but it was confusing when the Character Tier system changed into individual skill tiers, so now everybody is just doing their own thing. I'd say the upper limit on talents, though, is

EDIT: So a completed character integrated to the battle system might look something like this -
Combat: Adept
Hand-to-hand Combat: Advanced
Viva Las Vegas - The character gains a perpetual +2 bonus to attack.... but only when in Las Vegas. Wow, what an awful Talent.
