As Team Rocket once again builds its ranks and reputation across the Kanto region, the need for an organised team of crimefighters dedicated to bringing the syndicate down has become more and more pressing.

Unable to commit enough resources to have any significant impact on Team Rocket's activity, the International Police turned to Lance – Champion of the Indigo Plateau – to help them out.

Enlisting the Elite Four and the gym leaders of the region to join forces with trained officers of the International Police, Lance started the Kanto Anti-Rocket Project.

The ultimate purpose of the KARP is to bring down Team Rocket once and for all. In the short term it's about thwarting all of Team Rocket's plans. By heading them off at every turn the International Police can slowly corral all of the executives, agents and bosses into their headquarters, where they can be arrested and brought to justice.

Representative Gwen

Gwen has proven herself to be a valuable asset to the KARP in the relatively short time since she was recruited, having worked her way up the ranks to become one of the Project's first Reps within a matter of weeks.

As she more-often-than-not works on her own, and with many of her missions putting her in the public eye, Gwen has become almost the poster-girl of the KARP, which helps the Project gain notability, but also raises her coordinator profile.

While this means that many of Gwen's peers look up to her and admire her work ethic and attitude, a select few see her as an arrogant and self-centred glory-hogger who cares more about praise than she does about ridding Kanto of Team Rocket.
