General Painite takes her energy gathering very seriously, and because these efforts in space require so much of it, she is dedicating her focus and most of her time to gathering energy en masse.
Which is awesome, as that's right up her alley.
How do this?
Why devious plots, of course.
First up:
There is a city council being held, to discuss the terrorist activity, the monster attacks and, most importantly, the missing people of the city and what to do. Is this another event like the coma pandemic? Everyone is tense and ready for a shouting match, and the council hall will be packed full with officials, media and, of course, the remaining populace of the city. They rented out the largest room they could find.
There were going to be a lot of people there.
Painite heard about this meeting, as many people did, through the news. She got it directly at the paper she works at, and has been pondering the date ever since. Now, with all these happening moving through the Negaverse, she realizes this is the perfect time to make a move. And also have a little fun. Can't forget that.
The Plan:
Painite will need members of the Negaverse to help her orchestrate such a large scale attack. She knows gathering that much energy will take time and requires as many people as she can get. But it's not just that. She needs to secure the building, and handle anyone who tries to stand against them. She needs energy gatherers, guards, scouts and any other position folks might volunteer to play. Not to mention fighters.
She knows senshi, if they're not all off gallivanting in space, will show up. Or those goddamn knights.
Painite will send out the final orders for any member of the Negaverse who sign up. Senshi, knights, and civilians will largely be on their own, though they can organize amongst themselves once the events begin!
The Players:
As stated above, this plot needs a few things to work. I'm not looking for SUPER HIGH numbers, but I would like to find a balance. SO. Sign ups are for:
Negas for the plan, and to dress up as senshi. Anyone who chooses to dress up (it's not required, though it would certainly help with the PR angle Painite is going for. Two birds, one stone!) can make whatever senshi they want, and whatever outfit they want. Civies don't know the senshi rules, and neither do most Negas, I imagine.
Senshi to defend the innocent, stop the negaverse, and see if they might convince the media that there are terrorists... of good? They haven't been able to so far, but maybe this is a blessing in disguise. Literally?
Knights as above! But be careful, some Negaverse agents just might want to steal the starseeds out of your chests and wear them as a necklace. Cough cough.
Civilians because every plot needs a short end. The energy pots. The angry masses of the city. The helpless citizens. Or are they as helpless as they look? Fighting back might hurt, but if you're going to lose your energy either way...
To come will be the sign up forms! There will be places for established characters and disposables, because I realize there will be a lot of folks in space, and characters tied up in the meta, but I still want everyone to have a chance to play!

Name: Tag Swagger / Lt OsumiliteTeam: Civilian / Negaverse What You Want to Do: As a television news reporter and an agent of the Negaverse, Tag can be at the city council meeting in advance with his cameraman filming the fiasco and reporting from the scene live to ensure that it gets the right kind of publicity. Once things get heated (or the Senshi arrive to stop the Negaverse, which could counteract the news story) he could stop the cameras from rolling, hurry out of the field, and perhaps then hop into the battle as "Sailor" Osumilite. Anything Else: Want to do a Painite/Osumilite or Tag/Gently RP beforehand since they know each other and he can be of resource to her for this?
