A law is what keeps the peace, even in the most peaceful Land of Frost.
Unlike many countries, Shimogakure has the strictest of laws, Mostly because they aren't ones to know widely of the outside world so its shinobi are a bit...cautious to say? As children they are taught manners, sometimes foriegners come to live in Shimogakure and are not trained in the manners that Shimo people have been taught and are sometimes hated and forced to live in a bit of..."seperated" area, mostly they aren't well liked. The shinobi are taught more complicated laws to only them.

So you passed the academy eh? Good, here are the laws you must obey or you will be mercilessly killed. Read them, memorize them, don't dare disappoint us young (Jedi XD) Genin!
[ Number 1 ] : Genin are not allowed to leave the village without a chunin who has gotten permission from the Gyoukage, any seen or caught leaving without this will be charged with treason and called rouges, killed on sight.
[ Number 2 ] : Genin must train in both manners, obediance to the law, their specialites(justu), and have atleast proven themselves that they can go to the chunin exams and pass without fail.
[ Number 3 ] : Genin will not disobey their teacher, doing so will result fromm a punishment of cleaning the Rainbow Penguin cage for the Gyoukage and trust me...you won't last five seconds with all that [ B l e e p ] in there~
[ Number 4 ] : Genin must show their headbands proudly in sight, those hidden will be doing a punishment if caught.

[ Number 6 ] : You have obtained the vest of responsibility, wear it whenever you wear your ninja outfit, if your a chunin and not wearing it then guess what? The Gyoukage gets to see how well you do in the wild of the Frost country with no chakra or anything but your fists.
[ Number 7 ] : You get a squad, three genin is the max, you must test them, survival test, find one of Mr. Kage's birds in the village that escaped, and give them the ability to train in three justus of their element then test their sparring skills. If your squad is killed or captured it is your fault and Responsibility!
