The Beginning of N.E.A.R.E.
Before the timeline.
During the time in the last era of the shinobi world, The world was recovering from it's last world war with the man Madara Uchiha. The demons have been scattered and unseen since then, whether or not they still exist is yet to be determined. It had been a time of peace, where villages were safe from being attacked for a super power one village had, each village returned to it's regular activities sending ninja on missions to protect the innocent and prevent other disasters from arising.
The shinobi world had missed something in it's peace, suddenly villages started warring against one another for the acts of attack they were making on one another, however this was happening to only the five main villages. A man behind the scenes was pulling the strings, but none could see before it was too late. As the war in the Five great villages underwent, they involved the smaller villages in-between them among the countries, destroying what had been rebuilt from the last war. Only this time there had been no side taking with each village busy with their own issue in the war. Leaders of the villages and prominent members of clans being killed off due to savagery even the strongest couldn't avoid. When the dust was cleard and sides had lost the commanding to continue, they stopped and tried to salvage what was left. What they found was that nothing was left of the world they once lived in. Many young ninja and a few older were left to start a new generation.

It had been five years since the war that ended the era of the normal way of life. Of the remaining members of conflict, new leaders were chosen, They moved on to create new villages and begin anew without the past events giving them problems for the names of their villages.
One man, Kazuma of the Moon village had scouted the area's and found that new villages had been made, of unknown history. As a way of showing his hand, he sent each village a letter inviting the Kage and their respective Right hands to a Kage summit in the Land of Iron. As a way of introducing the new world, and possibly making new allies.
