Personality: Cut down on traits please! 2 Positive, 2 Negative, 1 neutral. You've got a bit of over kill going on here with 3 each.
That said, traits should be able to be applied to various situations and in everyday events, not just the one. You want them to be able to apply all the time, and give examples of when they might not.
passionate- Also shows the trait of being stubborn
protective-"This Lucario will take a bullet for anyone" <- Small word change probably needed, unless he is willing to take a bullet for murders, criminals, ect. Simple as 'Almost anyone'. If he thinks someone is in danger but is not how will he reply after finding out?
Selfless- To go with protective, give a bit more here please. Like are there situations or people to whom this does not apply? Protective and selfless can go into one trait
Serious- This trait is
very conflicting with his overall character. When you want him to be serious it can be done casually in RP, but the trait here is only showing me one particular instance and application. I'd scrap this trait.
Loyal-is a trait that can fit into what you have in protective, since the one can be implied within the other. As far as neutral traits this is the strongest however, so if you can elaborate on it that would be better.
Disorganized- How is this a neutral trait? What does he benefit from this?

Delusional- How does this fit into what he's told and what he sees? With everyday activities?
Gullible- Can fit into delusional
Unreliable- this can have disorganized worked into it.
Overall, make the traits apply to a broad spectrum of instances, rather than isolated ones.
Strengths/weaknesses: Courageous is coming off like a trait in here, and I'd ad other things like, is he a good dancer, does he know anything special, does he have a talent that helps him? in weaknesses, this thing comes off as a one scenario application. I'd suggest looking at some of the approved quests to get a better grasp on this.
History: You need to set up a why he became human reason. Did he want to become the hero his trainer idolized? In the dream, Musharna offers a clear option to obtain that goal, but doesn't outright state it. The after should say what happened to the relationship with his trainer. You need a bit more depth in here and again, take a look at some of the approved quests
