Gonna toss out story tidbits, past short stories / stories, and all sorts of stuff encapsulating the three characters of Steven Kilsythe, Kreed, and, Alex Ranger as well as their origins.

Steven Kilsythe originates within several different characters. The most prominent of which would be a character I had created for roleplaying in the Fallout 3 area of the Capital Wasteland. This character was known as the Mechanic, and much of Steven's personality comes from this character. His name comes from a character of the same name who was part of a storyline to develop the Fallout Universe by my own interpretation, in this case it was a group living on the wastelands of the British Isles. In addition he shares some details with another "unnamed" character, a man called the Prisoner.
In his original or prototypical incarnation, Steven was set at the age of 33, but he was bumped up to 44 in order to make him seem more... wizened. In addition much of his skills were developed after I played a "Merchant Playthrough" of Fallout: New Vegas, using little more than an unparalleled barter skill and speech skill to complete the game (Try fighting Legate Lanius with about 5 points in every weapon skill. Its ******** tough). The final version of the character obviously developed his gun skills becoming a great marksman and a pretty sweet shot in mid-to-short range while using handguns.
Much of the development, or what I like to call "Audience Experience", of Steven's character is drawn out in the undescript time span between his leaving of Shady Sands to his arrival in the Mojave Wasteland. While originally he was to stumble across a Pre-War bunker in order to establish his unique attire as having been found there, I instead had him find images within pre-war ruins, which he later used to sew himself a new outfit (I imagines sewing would still be pretty rare, but far from impossible in the wasteland, as long as you know what your a** is doing).
His signature weapons are an AWM and Desert Eagle as both weapons are very powerful for weapons of their respective combat types, this goes to emphasize the atmosphere that Steven is supposed to give off, the fact that it appears like no matter what kind of s**t hits the fan, he'll still be around, untouched by it all.
At the end of the day, Steven was developed as a character to be the "Ray of Hope" amidst the generally unpleasant and saddening personalities that try to survive the wastelands. Taking the name of Sunny Smiles into a reality, he's always there to lend a helping hand, sort of like a Human version of old Harold.

Like Steven, Alexiss Ranger was the fruit borne of the combination of several different characters. The most prominent would be the two characters, Alexiss Rockwaller, and, the Security Officer, its obvious which one her name originated from and both characters were mixed to a certain degree to create her overall personality and the skills she would make use of.
Alexiss was chosen to be a member of the Midwestern Brotherhood of Steel as that group best symbolized what I'd like to see in a powerful organization trying to survive the Wastelands. While the Brotherhood of Steel, set in its isolationism, was interesting, I much prefer the Midwestern branch due to their differing views. They believe in uniting the wasteland which they preferred to do through, what I like to call, protective extortion. Similar to how Italian Mafia would "protect" a store in exchange for a cut of profits, the Midwestern BoS gave villages protection from Raiders and mutations in exchange for recruits. If they said no, the BoS left them to die, if they resisted, the BoS destroyed them. While they were more open than the main branch, they were definitely not the best guys in the world. In addition their recruitment was not exclusive to Humans, they had Super Mutants, Ghouls, and, even Deathclaws in their ranks.
Thus Alex was a member of MidWest BoS, I designed the Snow Squad around her, much like I designed the Warrior's squad around him/her during my playing of Fallout Tactics: Brotherhood of Steel.
Her skills, while developed by her origins in two different characters, were also mixed with how I played Fallout Tactics and modified accordingly. Originally she was to be a markswoman with quite a lot of skill in stealth, however this was changed to an overall skill in energy weapons and minor skills in First Aid and some skill in Science, this fit with the remnant technology in the MidWest and the energy weapon-focused Brotherhood.
If anyone were to voice Alexiss it would most likely be Jennifer Hale, just because.

Kreed, is not based on previous characters from the Fallout Universe, in fact his basis relies almost entirely on my "Low Intelligence Run" through Fallout 2, experiencing much of the differences compared to a playthrough with moderate-high Intelligence. However his character is not entirely original of course, he shares traits with the archetype I based him on namely a series of characters I run through a lot of universes as my Fanon Collective or something along those lines. In this instance he shares traits with Ranar Kreed of Star Wars Fanon, but the only shared trait is their blood lust and naming.
In addition to Fallout 2 serving as the basis for his character, my Evil Karma / Legion playthrough of Fallout: New Vegas covers his origins and his skills and weapon usage. Specifically he is capable of using all Legion weapons, having been trained to do so, and his signature Riot Gun which he claimed as the spoils of a victory from the NCR. He wears a custom suit of Legion armour that makes him look more intimidating than the sports-gear clad idiots that the regular Legionaries appear as.
The circumstances surrounding Kreed, and, Fallout developers (Whether it be Bethesda, Interplay, or, Obsidian is irrelevant) staunch position on not allowing players to be a Ghoul or Super Mutant in the main games of the franchise, made him human, but I kept his origins of having heavy mutations intact. Essentially he is a Super Mutant in all but appearance, having tougher skin than his human comrades, much more strength and the loss of intelligence that most mutants go through. The difference between Kreed and the Super Mutants however is that they were created through F.E.V while Kreed's mutations are purely the result of long-term exposure to radiation before and after birth. Thus he does not have many skills outside of his fighting capability.
But this does not render him useless out of combat, he is a savant of sorts in the field of repair, being able to fix, and, modify even the most advanced of technology such as Power Armour or Plasma and Laser based weapons.
Kreed is a member of the Legion up until the First Battle of Hoover Dam, in which he survived the finale at Boulder City and instead of retreating, pushed forward. He ended up lost in the Mojave Wasteland, fighting for survival on his own as much of the Legion outside of their spies had never come so far. Around this time he would abandon his Legion armour and come into contact with the Super Mutants of Jacobstown where he meets Grunt, the first person Kreed would come to recognize as kin.
If I were to have someone voice Kreed it would be the late Don LaFontaine, because damn, that man had a voice of gold.
