This is the apartments/eatery. The apartemnts are like 5-star hotel rooms decorated in deep red and satiny black, with everything trimmed in gold. It's really very luxurious, and it's a big floor so it will never run out of room.
So Villains even have a second house down there.

The cafeteria serves almost everything, from cheeseburgers to haggis to ramen to burritos to ice with syrup on top.
