Boilerplate.
Let's play on "now better than later": rings with a long delay between activation and resolution.
+ 5s+ long delay. + Appropriate power/cost. + Cool slow build up animation. = Chargin'yo Lanzer style.
No particular example; what are your thoughts on the principle?

Interesting... Would there be any penalty if you are hit while charging?
And of course, these rings would need a cooldown longer than their firing delay so you can't simply reset the moment the attack goes off.

No penalty. They'd work like regular rings just with a long wait time, like Hornet's, Shuri, or Shark's but worst. There may be issues with walking out of range/off-screen or getting dazed in between.
I don't think that would be necessary unless they end up powerful enough to fall under "once every few battles".

I wouldn't even mind if some of these rings prevented you from doing other actions while they charged.

It would be a bit of a pain to do this with attacks when things generally die really quickly. I guess it would be useful for bosses, but a boss only ring? Maybe it would split up the crowd control, mob fighters and the boss, 1 v. 1 fighters into two kind of classes, which could be good.
Random ideas - am I thinking of the same kinds of things you are?
Hornet's Nest: Or some other thrown object AoE attack - I'm just picking on HN because currently it's rather blah. Toss it into the air and then.... wait a long time until it falls back down again. It would require some good tactics to get it to land correctly, but you could set up ambushes of sorts by throwing it and then forcing animated into where it will land.
Bubblegum: Long animation of you blowing up a bubble of bubblegum, and then a big root/footspeed debuff to everything around you? Only would be useful if Animated tried to run away (because if you're trying to run away, then you should just run instead of waiting to blow up a bubble to slow everything) or something. Maybe some other debuff (accuracy would be nice. Hit a big mob of animated and you're a little safer. Maybe add dodge for high rage ranks.)).
Healing would be a nice use of it, to fit into a niche not already catered to by another healing ring. Bandage and HH sort of overlap with it, though (and all over-time's sort of overlap with a long time one-hit to some degree or another).
There could be status buffs or debuffs for the time in between activation and resolution (less dodge if you're preparing for a strike [so try to lower your profile first], gathering more hate while setting up an attack or heal, gaining defense before you throw something at an enemy, etc.).
