Court Tessen
Type: Fan
History: While the Tessen is a normal weapon people of royal courts needed something more subtle. Thus the Court Tessen was born. Craftsmen discovered a way of taking the "pak dahl" wood, an extremely resilient birch tree, and tempering it to a hardness that could resist metal weapons. Razor sharp metal would be added to the outer edge of the fan for further offensive capability.
Description: The Court Tessen looks very much like a normal fan however its design varies. Some weave flexible metal ribbons along the outer-most edge for cutting power or use finger-sized razor blades which would rake upon striking.
Damage: 2 - 5 + Dex mod.
Dual Wield: Yes, -4 to attack roll when wielding two.
Owner: All members of the Koriniau Clan.

The following below I believe is the weapon you modelled after.

Tessen {Small war fan}
The tessen is used normally as a signal device more than a weapon and is often carried by kunoichis, the tessen can be made of wood and paper as well as iron and paper. Normally the tessen is combined with basic taijutsu and used as a parrying tool or as an implement to direct strength in a more concentrated form.
Damage: 2 - 5 + str. mod.
Range: Melee.
Special: Can be used as signal device to make innuendos along ninjas. +4 to blocking checks. +4 to Seduction or Sleight of Hand for female characters when concealing. You can also Perform to crowds with tessen tricks!
Dual Wield: Yes, -4 to attack roll.

Basically, it appears the Court Tessen is just a Dexterity-based version of this fan. I suppose a difference can be made as it kind of hints the normal Tessen can be made entirely of metal while you stated yours as metal plated.

Add -4 to attack roll on the Dual Wield part since this weapon is one such type.

I see no reason why others have to learn how to wield this weapon from the Koriniau clan though, as there's another very similar weapon out there.

Personally I see no issues. Here's one vote.

I don't understand why the fan uses Dex instead of Str. The way it inflicts damage is the same as the normal fan so why does the damage formula change? If it used Dex instead of Str to calculate a hit because of how the clan uses it, THAT could make sense.

Either way I don't care, it just doesn't make sense to me why it uses Dex to figure out damage for a melee attack that is done the same as a weapon of that type that already exists.

The way I've always understood it:
str mod. is tacked on as damage for melee weapons.
dex mod. is tacked as damage for ranged weapons.

And I see no real good reason to bend that now.

Pulling up a quote from wikipedia:

If this fan is going to be used exclusively for throwing purposes, better make sure to include that in the description. If you want the fan to be used for both purposes (as a melee weapon AND as a ranged weapon), then you could make the damage for your weapon look like this...

It's up to you, as you are the custom creator. However, I will concur with Tairu and Proto about making the "Dual Wield: yes -4 to attack roll" change to your weapon. If that change is made, I'll give my approval.

I want to keep it a dexterity weapon because its not like a normal tessen. It is based of the korean war fan. The use of it relays less on strength because it is not ment to be used that way. It has a thin blade at the rim that is kept so sharp that there is not much need for strength if you hold a wooden pole above the blade and drop it it is sliced clean through without any extra effort.

Ok. I'll ask Proto about what that means then add it

Thanks Mini for adding the bit about the weapon itself. I never knew about the throwing part.

So Konako, this weapon has a potential of being used like a kunai does in this Game System - for both melee and ranged purposes. This then depends all on really what you want. If you want it to stay more focused on graceful, nimble movements one option is that we can have it stay the way it is now.

Which basically Mini is trying to say is not recommended because there is a time you might decide to throw the fan in-game at the opponent.

Or you can do Mini's suggestion and the Tessen in the General weapons can be fixed another time.

A third possible option might be this...?

Damage: 2 - 5 + Dexterity mod. (melee use), 2 - 3 + 1/2 Strength mod. + 1/2 Dexterity mod. (ranged use)

Clearly desperate measures to make it look different, but well... >_> If it's lighter, why not. Mini's option then can go for the public Tessen.

I never thought of it as a throwing weapon. I supose they could throw it... but as they are hard to make that's be a bit of a waste...
