Hands down, the greatest movie villain HAS to be Darth Vader, and here's why.
He loves to be evil, but he has the brains to back it up. He's extremely intimidating in his suit and mask; especially in the scene when Vader marched his way through the smoke and onto Princess Leia's ship around all of the storm troopers that had been killed.
Darth Vader gives the audience a way of seeing under that menacing attire, that Vader is still the frightened little kid the writers give us in the prequels. For Vader, it's his FEAR that leads to his anger, rather than the typical greed that you find in most villains. And he constantly suffers the hatred he has for the people around him, the Jedi, and even himself. His villain marked character contains many qualities that make him extremely complex, unlike most villains who are simply iconic of the basic, flat "evil" character. Vader has a sense of humor ("I find your lack of faith disturbing"), and is full of a history that makes him seem more real. He has many feelings and thoughts, ambitions and ideas, etc, making the audience believe he might actually exist. His motive for power is control. He wants control of everything around him, his surroundings, the people around him, and of course, everything that happens to him and every other aspect of his life. He wants to make everything the way he wants it to be, because to him it can't be any way else.
He isn't the greatest movie villain of all time. He IS the villain.

I would say the Number One villain in the Game Universe is Sephiroth from FFVII! He is B.A., born of an alien mother, and later he chops off her demented head, kills a girl of extincted race, summons a meteor and tries to destroy the world! Plus they have an awesome soundtrack for him...ONE WINGED ANGEL!!!!

Lord Voldermort!
He killed to take over the world! He split is soul into 7 (technicly cool parts! He Killed old to midage to babies to acheve what he wants! he did ANYTHING to take over Hogwarts and had MILLIONS of followers. He practiced Dark Magic that turned himself into Part snake. He can TALK to snakes. His Dark Magic could do anything from torture, going into peoples minds, splitting souls, cursing, and killing people! HANDS DOWN he is the worse and meanest guy you can meet!

The greatest movie villain of all time is Bellatrix Lestrange. I frickin hate her. Bellatrix killed her own family, murdered innocent children, slaughters people who can't protect themselves, serves the second greatest villain ever, Voldemort, and mocks the families who have lost someone to her. She is relentless and treats everyone like they are nothing but scum to her and when she died on the midnight premiere of Harry Potter and the Deathly Hallows pt. 2 everyone watching cheered and screamed. I hate her with the burning passion of 100,000 suns. She is defiantly the most diabolical villain in the world.

If I could choose from books it would be The Masked One from Deltora Dragons, but i can't. From movie baddies, I think its The Machine from "9" That thing frikkin' wiped population of life down to 4! You cannot beat something Tim Burton makes.

Albert Wesker, from the Resident Evil video games....Not the movies...
Wesker, is the son of genius level intellect parents. He was raised by Umbrella and Spencer to become the perfect human specified, in the Wesker project. From a very young age, he surpassed his "siblings" and soon got employed from the very same company that had been grooming him and shaping him into what he would become. During the first zombie breakout he manipulated to S.T.A.R.S. unit, by becoming their captain and throwing them against Umbrella's B.O.W.s. he ended up injecting himself with a virus that he and his partner had worked on that gave him super human attributes such as advanced speed and strength. He left Umbrella and worked with it's rival companies until he was able to take over the company after it's fall from grace. (from his own hands) He soon met a woman named Excella Gione who worked for a company named Ti-Cell, he worked with her, agaisnt the "Organization" to retrieve what was called "Las Plagas" which is something similar to the T-Virus *zombie virus*
Sadly the people he worked with didn't agree to stay loyal to him and realized what he was up to. They gave the sample to the Organization and left Wesker empty handed, but that didn't stop him from coming back in the final Resident Evil game to unleash his newest creation upon the world. Starting in Africa. Though he went down in vain, at the hands of his old nemises Chris Redfield, his legacy will always live on. In the thoughts and nightmares of those pathetc humans who witness the destruction that he caused.
Wesker is pretty much, a self serving, power hungry, villain. He is the reason that you had the events up of five main games and it's spin offs. Wesker is the man behind the mask, if you will. and he has caused more mass destruction on a domestic level then any other villain. He has turned millions of people into zombies and killed hundreds even thousands of operatives by unleashing his Bio Weapons upon people. He also possessed super human abilities that made it impossible for anyone to kill him for 13 years. Throw on his dashing good looks and ice cold voice and you have the perfect villain anywhere. heart
