Umkak Outpost
Isn't much of an outpost, since it moves all over the plains. However they are far more stationary than other clans so they get to be the keepers of this 'outpost'. They are also pretty easy to find, so long as they aren't moving. While they do act as an outpost, for a trade of food and drink for the news and new ideas. A person from another bloodline or anyone really can come over and ask for certain runes.
Now the trick of all of this is timing. Depending on the season that sweeps the Plain, they might or might not be in the same area seeing as they need to move for their herds of animals.
