So, I still have massive amounts of old Who to cover. A friend of mine mentioned that somewhere in the original run it was established that Time Lords were only suppose to receive 13 regeneration, or maybe it was 12...

Either way, and apparently the 13th Doctor had been the villain of the piece, some sort of paradox timey wimeyness I'm sure. Any more respectable reTardises than me able to confirm this? Even know the episode or special I'm talking about? Sounds like a good one to watch.

12 regenerations, 13 incarnations. Well, except the new show runners claim that the rule changed during the last great time war to an indefinite amount. But it should also be noted that the Tenth Doctor did use 2 regenerations, which could account for the Valeyard being called "the twelth and final incarnation" of the Doctor on the Wikipedia page I read. It should also be noted that the 11th Doctor was seen being killed during regeneration, never actually taking on a 12th form. There are many theories, one of which is that he arranged for River Song to kill him in order to prevent himself from becoming the Valeyard, something the Doctor has feared for a long time.
Anyway, here's the Valeyard's wikipedia page, in case you wish to read more.

Here is a definite answer:

WARNING SPOILERS BELOW:

In the episode "Death of The Doctor" of the Sarah Jane Smith Adventures, The Doctor, who is Matt Smith at that point, said that he can regenerate another 507 times.

Proof: The Doctor himself said it.

Awesome, a name for the thing I'm trying to describe and figure out, plus a ton of information! Danke!

And Tempus Temporis, thanks for giving me more reason to get around to ol' Sarah Jane. Though The Doctor saying something is not proof of it, certainly not the 11th, who is delightfully conniving and manipulative.

Well Clyde was the one who asked him, and he answered quite quickly.

Only one problem with that. River Song herself said "The Doctor lies," and she's perhaps one of the Doctor's closest companions. This means that even in little matters, we may not be able to trust the Doctor.

It makes sense now why Amy never herd of the daleks and why the tardis exploded during the reincarnatation. and why tennant said that he really doesnt want to go.

It means you can't trust what he says.

I remember reading that the Master ran out of regenerations, but the head council of Gallifrey gave him a new set of them (wikipedia it).

I'm not sure how many regenerations are left, but it doesn't look like they are that finite.
