The face looks flat because of the way the line of the face was drawn.
The eyes and the nose, as they are, look as though they are a full frontal view, where the line of the face indicates a sideways perspective.
Her shoulders are wider than her hips, not a common trait for females, but very common in males.
Her legs don't match up to her hips, which are surprisingly flat xD
Her bust line is none existent, save for a small indication on the left. Even if she is wearing a thick vest, a distinction should be made!
The proportions of the entire body are actually pretty good! But the lines that create the body are very square and angular, a style that gives the visual of masculinity.
Think of it as...
Straight lines and sharp corners = Masculinity
Waved lines and curved corners = Femininity
The color is well done, I know how hard it is to use colored pencils and get the right texture.
But I must say... Because of all the masculine features...
It looks like the character Ian cosplaying as Heather!! XD
I'll give it a 2 out of 5!!!
My advice...
Watch the perspectives and angles!
Remember, a girl, more often than not, has wider hips than her shoulders.
The small details that I can see are great! But try not to focus to much on them!! Look at the big picture first, then draw the detail lines. ^.^b

Well done love! I tend to have off days and good days, and yeah I know, I sort of need to work on my female bodies a bit. xD Then again, not my best sketch, and oh gosh! Why did you have to even bring crosplay into this? IT BURNS!!!!!!!!! burning_eyes And thank you for the advice. I actually was redoing this afterwards because I knew it failed. xD
