This is the tower of the Mizukage obviously, in turn, his office. Often the current Mizukage will be found here. Here is the first place you might try to find them to look for missions.

Yumi rubbed his temples a little after a day of many meetings and talks with the Daiymo of the Water Country. It took a lot out of him, and he had always wondered how Kages could get through their days without sending a kunai through their necks. He had been the temporary Mizukage since the wars and the start of the village of the Mist. He never truly wanted the permanent position as it was too much strain on him. He much rather get back to his duty as the ANBU captain and showing out those Swordsmen of the Mist than sitting at the throne of the Mist. It was something that just simply didn't suit his style; especially since it permitted him from seeing the last precious gem in his life that held the mark of home to her. His little sister, who had chosen the village of the Leaves as her home, somewhat devastated him. Being his only sibling and him being the oldest, Yumi always worried about her, as much as he worried about the village. He hoped the village would hurry and appoint a true Mizukage, so he could go back to being able to visit other villages again.
