So if my opponent has skill drain on the field and attacks( and destroys) my facedown flip effect monster does the effect resolve. I would think its negate but with the effects of monsters like morphing jar #2 and penguin soldier they're considered 2 be off the field by the time their effects resolved so I'd think that'd apply to the flip effect monster in this case.

no. flip effect monsters have their effects resolve a the end of the damage step if they are attacked while face down. they remain on the field till the damage step is over, and are therefore affected by skill drain. however, if you flip summon a a flip effect monster, and then remove it from the field (like with compulse) or flip it face down again (like with book of moon) then it's effect will resolve because skill drain only affects face up monsters on the field.
some monsters get past skill drain if they are destroyed by battle though, event hough their effects would normally activate ont he field. Legendary Jujitsu Master is one such monster. (his effect activates after the damage step, so if he destroyed by battle, his effect will activate while he is in the graveyard)
