Jutsu Description: The user begins the jutsu by making a short series of seals Heliel will release his Ice Chakra in the area around him, holding a single seal after the short seals that came after it, Heliel is able to mold ice into flowers which will be scattered around the battlefield. These flowers release the user's charka and hinder the enemy's movements, lowering their reaction time and speed by one rank due to the flower's temperature. Each flower affects an area of five feet around it.
Note: D and C rank chakra cost only lower speed by half a rank.
D rank Chakra Cost: 3 Flowers
C rank Chakra Cost: 6 Flowers
B rank Chakra Cost: 9 Flowers
A rank Chakra Cost: 12 Flowers

Jutsu Name: Ice Release: Crown of Roses
Jutsu Rank: A
Jutsu Description: Heliel makes a series of seals similar to that of Rose Garden, the only difference is that this one ends in tiger. Using his manipulation over Hyouton, Heliel will create a rose bud behind him with small branches running down it's side. After two posts pass, the Rose bud will suddenly open, revealing a large, seven foot tall, Rose, and the branches which the rose had will extend, and get ice thorns. The branches move to the user's will and extend for up to ten feet. The Rose can act as a barrier, but unlike most Hyouton jutsu, it shatters easier.
Doton jutsu of C rank and above can break it, Raiton Jutsu of B rank and above can break it, and Katon jutsu of C rank and above can break it.

Jutsu Name: Ice Release: Snow's Sensor
Jutsu Rank: E-S
Jutsu Description: By placing a concentrated amount of Hyouton on to his hands, Heliel spreads his arms, he then sends the chakra up to the sky and mixes it with his sensor type chakra. After an entire post pure white snow will begin to fall, sending large amounts of chakra around the entire area and those which are around it, allowing Heliel to, up to a point, increase the scale of his Sensory, allowing him to read chakra signatures and distinguish friend from foe, but he cannot pin point their exact location, only their relative position by pin pointing landmarks ex. one of the Hokage's heads, and so on. Since this jutsu expands the user's chakra throught a large area, it is able to jam the Hyuga's Byakugan so long as the Hyuga is one rank bellow the user.
Note: This jutsu requires a 5 CP upkeep every 2 posts.
E rank Chakra Cost: twenty feel around the user.
D rank Chakra Cost: forty feet around the user
C rank Chakra Cost: the entire thread the user is in.
B rank Chakra Cost: The thread the user is in, and another one of his choosing so long as it is within the same subforum.
A rank Chakra Cost: The thread the user is in and two threads of the user's choosing within the same subforum.
S rank Chakra Cost: All of the Threads in the user's current subforum.
Note: This jutsu has a 4 day cool down IRL.

@ Tenchi: Can you supply the rank of Suiton needed to nullify it? Also, I'm sure you should be able to do that but one of the costs would have to be equivalent to the cost of a jutsu that rank.
@Akura:
Rose Garden: This technique seems a bit too strong for a D or C-rank jutsu. It should at least be an B or A-rank if it can drop speed and reaction time by one rank. Also reduce the number of flowers than can be created, 5 should be a maximum considering the strength of this technique.
Crown of Roses: I think this one can fit as a B rank technique, it seems fairly straight forward. It's just an oversized rose with thorn whips right?
Snow Sensor: This honestly just seems like a method to gain the Sensor Specialty but it does make sense. Unless Heliel already has the Sensor Specialty...Also the range gets a little insane, covering an entire thread by C rank? Your going to have to nerf it so only one thread at maxed can be covered and that should be about a B rank cost. And I don't know about the jamming Dojutsu and other sensors, just because small motes of your chakra are filling the air.
Give it a cooldown and list exactly how long it can last (it should be no longer than about 3 posts). Also what would happen if someone used an identical jutsu except it was rain that was falling? Would it cancel out your jutsu?

Rose Garden: How about if I lower the D rank to 3 flowers, C to 6, B to 9 and A to 12?
Crown of Roses: That's right.
Snow's Sensor: It's suppose to be a Snow version of Pain's jutsu, so I think that having it cover a thread by C rank isn't all that much, plus, this isn't something he'll be doing too much since the toll on him is too much [ I'm thinking on making him have to pay the cost every two posts. ]
It can jam the byakugan because the snow is packet with the user's chakra, so the hyuga will only see the user's chakra so long as the byakugan is active.
And I guess the jutsu with the smaller range would be canceled, and in this jutsu's case, there would be no way to use it once more in four days IRL.
And yea, Heliel is a sensor.

The user is able to dive down into their stamina reserves and chakra reserves to split the cost of the attack. It's basically what the Samurai are able to do, cost wise, only for the Shishigami jutsu in particular.

Rose Garden: For it to lower speed and reaction time by one rank, it should be AT LEAST a B rank kind of jutsu. it's not so much the number of flowers that I have a problem with, its the fact a Genin can drop anyone's speed by one rank.
I'd let you get away with 5-7 flowers as a B rank jutsu but as a C rank jutsu only three flowers could be created.

Snow Sensor: You can't really compare to Pein. He had an extraordinarily large supply of chakra and he was something of a genius when it came to ninjutsu.
Think about it this way. Some S-rank ninjutsu don't even cover an entire threa. If a thread is the maximum then C-rank is fine for it. You can give it an upkeep of 5 chakra posts every 3 posts, instead of paying a C rank cost every other post

Also I thought your technique just allows you to pay equal amounts of chakra and stamina for your technique? And if Takashi is not a Samurai he won't be allowed to use their class ability in a technique....
That's like allowing a Taijutsu Specialist to create a ninjutsu that allows him to use [Stealth] and [Poison], both exclusive to the Assassin Class.

Rose Garden: Alright that's fine but I don't want more than 10 flowers, though. And it cannot affect anyone more than one rank above you. Snow Sensor: I'll go ask for a second opinion but if you ONLY want to use it for on a village-wide scale (though you cant really tell if someone is injured through the jutsu) you should know you would effectively blind every Hyuuga or sensor ninja in your village. For now I'll that for an S-rank cost you can cover your entire village (but that is it) and you must pay an upkeep of 5 chakra points every two posts. Also will it be a heavy snowfall?

Sensor: Actually, you can tell if someone is injured by judging their chakra flow. And I'm perfectly aware that I'll blind every sensor and Hyuga.
And how heavy it is depends solely on the rank. E rank being just a few drops of snow per post, S being a light blizzard, or something like that.

Jutsu Description: Once the victim makes eye contact with the user, the victim falls into the genjutsu. If the genjutsu resistance of the victim is above the actual genjutsu's level the attack would not have any affect. The jutsu itself deludes the victim into seeing the desires hidden deep within their heart, making them fall prey to these desires and ultimately forgetting all that is happening around them, leaving them completely open to any attack. The user of this particular genjutsu must, at all times, keep eye contact with the victim. If either blink, or the eye contact between them is otherwise broken, the genjutsu cancels out.
However, the victim will not be able blink at all (if the victim is of same or lesser rank than the user), as it is in the user's eyes that they can see those desires. Should the victim survive through the genjutsu, the desires they had seen may have felt so utterly real to the victim, that they may fall into a obsessive-like state, wanting the fall under the power of the genjutsu once again.
Beautiful Delusion uses little chakra and only a single hand sign but long periods of use of this jutsu may leave the user blind for a period of time as the brain would have gotten used to using chakra, not the actual eyes, as a way of seeing. The longer the jutsu is used, the longer the user may fall blind. If the user is tricked and ends up seeing their own eyes, then it is the user that falls victim to the genjutsu and will not be able to escape
it until the eye contact is broken by an outside force. The user is also able to see what the victim's desire is.
Note - Vision damage scale: Second post after the jutsu was first initiated used; slight blur, Third; unable to see details, Fourth; unable to discern object from person, Fifth; temporary blindness for three post, Sixth post; blind for the day.

More skilled ninja would be able to better hide their chakra and have an easier time of tricking the victims of the genjutsu, but the main idea behind this genjutsu is for it to be used to convey messages and help ninja gain a better control over other genjutsu.
Has a range of seven meters. A sensor ninja, or a Dojutsu-user, will be able to detect you if you are both equal rank.
