:: The 'Tier System' is used in a broad way to differentiate the varying levels of power found in the Oblivion game.
tabtab▫ Tier 1: equates to levels 1-5 and contains fur, iron, leather, steel and silver as common item materials, while magical items

tabtab▫ Tier 2: equates to levels 6-14 and contains chainmail, dwarven, mithril and orcish as common item materials, while magical items can be petty, lesser or common in strength.
tabtab▫ Tier 3: equates to levels 15-20+ and contains elven, ebony, glass and daedric as common item materials, while magical items encompass all ranges, including greater and grand.
:: Gaining Tier Access

:: To reach higher Tiers, all one has to do is complete quests and gain ranks in factions. It doesn't have to be the same faction; a character can switch between two or more, and will eventually gain access to all Tiers. For example, a character in the Fighter's Guild and Thieves' Guild can gain access to Tier 2 at Swordsman rank in Fighter's, or Prowler rank in Thieves'.
Generally, however, it is quickest to focus on one faction. All factions are paced the same for Tier access. To note, all characters will begin with access to Tier 1 equipment. Once a character has reached a rank that unlocks Tier 2 or 3 access, they may begin to regularly find that level of treasure, or purchase items categorized within those Tiers. Characters may still use items of a Tier above their access if it does somehow come into their possession.
