I would first confront him. If nothing comes of that, tell your parents.

Letting your parents know should happen.
But like Iradesca said, you should confront him about it first. Give him the chance to either tell them for himself, or stop doing it. Otherwise, it would probably be best to take it upon yourself.

I agree with everyone: confront him. Tell him that smoking wont do anything but hurt him, and at this young age it could affect his future.
Maybe also take him to ydoyouthink.com.

Not saying anything just plays into a way of thinking. That what you can get away with is more important. Than actually what is moral. If you just let this go. They are more likely to do it again. If your parents aren't firm with them. The same thing could happen. I have experience with deviant behavior. Since, I am an older brother myself. My little sister caught hell when she was caught smoking. Yet, there were other things she has done. That were just let go. Only to be repeated in the future.

I think you should tell him how horrible what he is doing is and how much trouble he can get into for doing it. Not just from his parents, but from the police and his friends. Usually once people get into things like that they start changing and losing their friends for new ones. Elektro7 is right though. Your parents need to know what is going on. If your brother doesn't listen to you your parents can do something or get someone to do something to try to make him stop. Good luck!

I would kick my brother's @$$ if I caught him with one of those things. I suggest you do the same.
