Yeah, Hitsuzen needs people to bug/be bugged by.

A couple ideas to start, off the bat:
1. The easiest way to find him is to follow the music. He dances for his dinner on any corner or stretch of sidewalk he can find, and he's probably most talkative (and also most cryptic) right before or right after, as well as during his breaks. A few coins might convince him to talk more.
2. Lessons. Hitsuzen doesn't go around offering free lessons -- but for a price, he'd be willing to teach someone a move or two.
3. At a grocery store. Embarrassingly enough, sometimes he miscounts how much he has for food -- and comes up short. Maybe someone ought to help him out while he searches for more coins and checks the prices of the (not exactly gourmet) food in his basket.
4. Dance-off. When faced with competition, his solution is usually to offer a dancing match, rather than a battle. He's not as hard to impress as he tries to appear; he's most likely to respect and make friends with another dancer.

And of course I'm always open to ideas <3 I'm not likely to say no to anything.

Oh -- oh, aww, that's so cute XDDD Poor Neil! If Hitsu spots him trying, he might offer him lessons (for a, uh, small price) out of professed exasperation.

Oh pff, poor Neil XDDD If he said he didn't, Hitsu might offer him a lesson on the house. You know, because he looks so pathetic failing like that *poker face*

xD Aw, Heart, that's sweet, thank you! I've already used that idea in an existing RP though so...hmm. Something similar, but not identical. xD idk, maybe they just bump into each other at a grocery store and wind up chatting? Or, hey, he works at a festival? Maybe Hitsu could check it out and stop to talk xD
